South
South Wiltshire has excellent potential for economic growth. With the population of South Wiltshire expected to grow by nearly 10% in the next 10 years, three major sites have been allocated for development:
Solstice Park
Solstice Park is a £250 million development on a 160-acre site, which is a fundamental driver in the planned expansion of the South Wiltshire economy.
The site is one of the largest mixed-use business parks in the south of England.
The construction of an all-movements junction and bridge on the A303 at Folly Bottom was completed as part of this new development in May 2004. Solstice Park is strategically located adjacent to the A303 trunk road, which provides the business park with unrivalled transport links.
The Roadside and Leisure Zone is the hub of the business park, providing on-site facilities for employers and employees, including:-
- Harvester family pub/restaurant
- Holiday Inn Salisbury-Stonehenge (providing state-of-the-art conference rooms and the Solstice Brasserie, which welcomes non-residents)
- Kentucky Fried Chicken (KFC)
- Pizza Hut
- Somerfield Petrol Station and convenience store (24 hrs)
The 'Beacon Centre' offers units for industrial, office and hi-tech uses from 1,800 sq ft to 3,750 sq ft. Units are available on a freehold or leasehold basis. A 12,000 sq ft R&D/Office facility was constructed for the Tintometer Ltd, who has taken occupation. Two further R&D/Office buildings are proposed.
The striking ‘Crescent Office scheme’ provides office space from 1,800 up to 22,000 sq ft. Two out of four buildings have been completed to date.
The Solstice Shuttle bus provides a free, dedicated and efficient service for workers at Solstice Park during peak travel hours. The shuttle runs in conjunction with Wilts and Dorset and Stagecoach services and departs from Amesbury Bus Station.

Salisbury Research Triangle
The Salisbury Research Triangle (SRT) is centred on three research and development establishments:
Defence science and technology laboratories (Dstl): an MOD agency that delivers defence research, specialist technical services and the ability to track global technological developments
Boscombe Down Qinetiq: one of Britain's largest independent science and technology companies
Health Protection Agency (HPA): global leader in vaccine development and medical testing
As part of the development of the Salisbury Research Triangle, five hectares of land has been allocated at Porton Down for the first phase of the new development. This centre is designed for companies that want the co-locational benefits of the specialist facilities and expertise available at Porton Down: biotechnology, healthcare and pharmaceuticals.
Old Sarum
In February 2005, the development brief for the land adjacent to Old Sarum Park was published. This included 6 hectares of employment land. The employment development comprises 25,000-30,000 square feet of predominantly B1 (light industrial and office) but with some B2 (general) space, which will create approximately 800 new jobs.

The 5TI distinctive purpose
The 5TI began very clearly as a town centre improvement measure in order to maximise town centre vitality and viability, and has achieved a large measure of success. Initially the Initiative addressed economic regeneration issues specifically within town centres. Now, the 5TI supports projects in and around the towns as well as undertaking social, cultural and environmental projects that have been formally adopted within town action plans (if of a revenue nature these will need to be accommodated within the 23% revenue spend allocated by the district council). In future, projects of a social, cultural and environmental nature are likely to be identified through the community planning process and later through community action plans. As these plans evolve, they will be incorporated into the 5TI action plans and seek funding from the 5TI .
The Partnership
Representation on the 5TI Steering Group:
- Representatives from community planning vehicle e.g. Melksham First, Trowbridge 20/20, Action for Warminster
- Town Clerks
- One councillor from each town
- Wessex Chambers of Commerce - to undertake an informative role in terms of providing information and highlighting issues that may be effecting particular towns
- Wiltshire Council (west) - Development Portfolio holder (Chair), officers, Community Development Portfolio holder
- Wiltshire Council - Central Bidding Unit
- Community First - as and when required
Where does the 5TI fit with other organisations?
The 5Ti will integrate with other organisations and departments namely, Wiltshire Council, West Wiltshire Economic Partnership, Community Planning, Community First and the South West Regional Development Agency, by inviting appropriate representatives and circulating the appropriate information at the 5Ti Steering Group meetings as and when required.
Operational Rules
Bidders & Bidding Processes
Bids can be made by Wiltshire Council (West), town councils, chamber of commerce, civic society, trust or other broadly-based community interest group. The 5TI would expect all bids to be endorsed by the town councils. The project is then brought forward to Steering Group meetings where bids are agreed. The 5TI will also investigate potential match funding programmes with other organisations e.g. SWRDA, WCC and seek to use 5TI funds for match funding purposes where appropriate.
Funding Criteria
- contribute to the vitality and economy of the towns
- meet the activities of the agreed town action plans
- are not contrary to policies
- contribute to the need identified by the community through the community planning process where appropriate
- adhere to the 77%/23% capital/revenue ratio
- the bid will need some justification
- incorporate a monitoring and evaluation process
Bid Proposals
Bid proposals will be submitted electronically to Wiltshire Council (West) officer at least 10 days prior to meetings so as these can be incorporated with 5TI Steering Group agenda papers. The bid proposal should include:
- Brief description of the project
- Estimated project costs
- Funding requested
- Completion date (where possible)
- Brief justification for the project
How will the spend be monitored?
A "monitoring" heading will be included on the 5TI meetings agenda and town clerks will provide a progress report on projects in order to update the Steering Group.
When a project is completed, and the progress report finalised, photographs are to be provided where appropriate thus producing a type of portfolio on each project. This will be very useful for promotional and evaluation purposes.
