
Corsham Shadow Community Operations Board
This presentation was made at the Corsham area board meeting on 5 September 2011 and is intended to provide both of the consultation led by the Shadow COB, and an outline of the proposed options for consideration by the local community. Any plans or drawing documents are indicative and are not detailed designs. They have been developed to show the options for extending the Springfield Leisure Centre to create a campus, and to show the options for how services and facilities could be collocated. Any plans or drawing documents, or the presentation to the Area Board are not intended to pre-empt any formal decision making by the Area Board or by Wiltshire Council Cabinet
The strategic design principles show the high level principles of development that have been developed by the Corsham Shadow COB. These are in draft form
The travel principles will form part of a planning application, assuming approval of the proposal by Wiltshire Council Cabinet, and these will be further developed. The travel principles will form the basis of consideration to travel planning, and are high level and in draft form

Equalities
On Monday 25 July 2011 the Corsham Shadow Community Operations Board (COB) facilitated an open session that considered how ‘equalities’ should be approached when developing the campus proposal. The COB will be developing an Equalities Analysis shortly and as such they are keen to explore local views on how to make sure their approach contributes towards the development of an accessible and sustainable community facility. The following documentation will be used as part of the background information for the Equalities Analysis, a copy of which will be made available when the first iteration is complete. This process is considered an integral part of the campus proposal and any comments on the information gathered or the approach taken are welcomed.

Background to the project
At the 15 February Cabinet meeting, councillors approved a programme of work to deliver community campuses across the county and – starting with five specific community areas over the next two years – to develop and test alternative solutions to the management of public services. Corsham has been identified as one of the areas to be involved in this first phase of work which is being referred to as the ‘preliminary management project’.

What is a campus?
Community campuses will be developed through input from local people ensuring each campus is as individual as the community it serves. They will provide the services communities need in one easy-to-access location – placing customers and their needs at the heart of future plans.
These campuses could be new buildings or greatly-improved and developed existing buildings. In other cases the proposal is to look at community-run leisure facilities which could be expanded to accommodate additional services or facilities.
The aim is to make maximum and efficient use of the council’s buildings – both new and existing – and create campuses that deliver more for local communities.
Consultation on the Corsham Community Campus
Phase 1 – Exploring the Idea
Corsham Community Area Network (CCAN) and Corsham Town Council consulted local residents and likely users on the council’s proposal for a campus in Corsham. In parallel a questionnaire was sent out to 2,000 households in the Corsham Community Area.
The report prepared by CCAN brought together comments expressed at public meetings on 27 November and 1 December 2010 as well as views expressed in written statements, comments and a petition.

Phase 2 – Feedback on an initial Working Proposal
In March 2011 CCAN carried out a further round of consultation on the initial Working Proposal. It’s March Newsletter summarised findings from Phase 1 and asked whether the working proposal reflected input from the first consultation and whether it met the needs of the community area.
A second report produced in May 2011 presented the finding of this 2nd round of consultation.

Corsham area board meeting - Thursday 24 March 2011
Following the presentation made to the area board meeting on Thursday 24 March 2011, the Corsham Area Board is inviting expressions of interest from representatives of the local community to sit on the Corsham Community Operations Board.
If you would like to put yourself forward to represent your community then please download and complete the form below and return to the address given on the form by Monday 11 April 2011. The Area Board can then determine membership of the Community Operations Board.
Extraordinary area board meeting - 27 April 2011
Following the development of a broad proposal for a Corsham campus (see above CCAN newsletter), CCAN have carried out a second round of consultation with local people in the Corsham Community Area. The specially convened Area Board meeting on 27 April provides the opportunity for local elected members to hear the results of this consultation and to hear the views of local people. The Area Board can then make recommendations on a campus proposal for the Corsham Community Area that will be subsequently be considered by Council’s Cabinet in the summer of 2011. To clarify, this meeting will not look at the detailed design of a campus for the Corsham Community Area, but will identify the local community’s preferred location and proposed content of a campus for Corsham.
