Introduction
The advent of the Industrial Revolution from about 1850 onwards bought with it economic wealth and eventually a substantial improvement in the standard of living for people. This focus on economic growth initially ignored the negative impacts of pollution on people and the environment. As a result we have been left with a substantial legacy built up over the last 150 years of land which is contaminated by past industrial use and waste disposal activities.
Part IIA of the Environmental Protection Act 1990 places an obligation on all Local Authorities to inspect their district to identify areas of potentially contaminated land. Once identified this land must then be investigated and remediated (cleaned up/ made safe) if necessary. The legislation applies the principle of the “polluter pays” and therefore as part of the research of a site, past owners and occupiers have to be identified.
We are continuing the work started by the district councils by progressing with the investigation of those sites considered to be of higher risk. These investigations were carried out in accordance with the respective Council's Contaminated Land Strategy.
We have now replaced the four separate strategies with a Wiltshire Council Contaminated Land Strategy.
