Introduction

The Wiltshire and Swindon Intelligence Network has been developed in response to the ever growing demand for local data, be it for developing local strategies, funding applications, assisting local decision-making, or school and college work. The Network consists of a number of key organisations in Wiltshire and Swindon who are involved in the collection of local data. Until now, this data has been held by the separate organisations in different formats.

The Intelligence Network has a range of functions including:

  • Statistics arranged into 11 data themes which are searchable by geography, year or topic
  • Profiles of each of the local Community Areas and Neighbourhood Policing Team areas
  • Consultation Database containing results to individual questions from local surveys
  • GIS maps function providing interactive mapping viewable in overlayable layers
  • 2001 Census data in factsheets or searchable database
  • Funding information and link to the GrantNet system

The latest People's Voice report is now available on the Intelligence Network .  The survey covered access to services in the new Unitary Council; contacting councillors; Community Boards; State of the Area Debates; local food and military presence in Wiltshire. Results include:

  • The most important thing to respondents as a customer of the new Unitary Wiltshire Council is that "the staff are polite and friendly and treat me as an individual" (74%).
  • The most important thing for new Community Boards to do is "hold local service managers to task over standards of their service".
  • Almost 3/4 of respondents said they would definitely (23%) or maybe (48%) attend a local state of the community area debate.
  • 44% of respondents would be interested in buying more foods that are grown or produced in their local area.
  • Almost 3 times as many respondents said relations with the military had improved over the last 5 years than said they had got worse.

There is also a more detailed report about access to services in the new authority. A workshop based around using the Experian Mosaic lifestyle segmentation data was held at St John's Parish centre on July 22nd.  There were attendees from the County Council, Police, Fire & Rescue, Primary Care Trust and Sarsen Housing Association.  Experian gave presentations on the importance of knowing the local population in detail and provided examples across many services sectors.  They also presented the draft Wiltshire Mosaic which is a revised set of Mosaic Groups (categories of people) which has been developed jointly by Experian and the Corporate Research Team which takes into account the characteristics of the Wiltshire population (for example a separate Military related group was created). The Corporate Research team is embarking on a major project using the Mosaic data to look at the new Unitary Council's Customer Access Strategy. The data will be used to provide customer insight and to determine the best ways of delivering services to customers based upon their needs and preferences.  Smaller projects are also underway to look at customer access in terms of Public Protection services (trading standards; environmental health etc); mapping energy efficient homes in Bradford-on-Avon; determining the best areas to target to recruit volunteers to work in museums and to analyse People's Voice results by Mosaic group. The Corporate Research team at Wiltshire County Council has undertaken a programme of research to support the proposed local Area Boards and particularly the State of the Community Area debates.  As part of this research local area surveys have been carried out and statistical profiles have been produced in 7 of the Community Areas that are piloting aspects of the Area Boards. The results from the surveys and profiles are now available from the Intelligence Network:

Healthier Wiltshire survey: A follow-up survey to a similar one carried out in July 2005 is currently being carried out as part of the 'Healthier Wiltshire' project.  The results of this survey and any change in the health of Wiltshire people since 2005 will determine the level of funding that the council is likely to receive to help further improve the health of the county. The Healthier Wiltshire project aims to make Wiltshire the healthiest county to live in by 2014. For more information please contact Matt Sims on 01225 713626.

The Corporate Research team is exploring ways to improve the Intelligence Network website .  Improvements are required around user-friendliness and the integration of GIS tools and any suggestions for enhancements are welcome.  Another factor in the redevelopment is adapting the Intelligence Network to support the new unitary council for Wiltshire.  A presentation on this topic was given to the South West Observatory, including representatives from other local intelligence networks in the South West.  For further information please contact Julie Seddon on 01225 713188.

A reminder that Wiltshire County Council's Corporate Research team now runs an online panel that can be consulted on a range of topics using web surveys that are accessed using emailed links. Council staff and partners have the opportunity to submit questions and topics for the panel to consult on.  This may be particularly useful where a quick response is required. Laurie Bell has been appointed as the Assistant Director for Policy, Research and Communication at Wiltshire Council as part of the move to a new Unitary Authority for Wiltshire. Laurie is currently Deputy Chief Executive at North Wiltshire District Council and also the Frontline Services Workstream Owner in the transition to the Unitary Council.

A new nationwide household survey, the Sense of Place survey, is due to go out to Wiltshire residents in Autumn 2008.  The survey asks about public services and what it is like to live and work in Wiltshire.  The results will feed into the Local Area Agreement targets agreed by Wiltshire's public bodies and will be used by the Audit Commission and Department for Communities and Local Government to compare Wiltshire with the rest of England. The Corporate Research Team has recruited a senior researcher to lead a Customer Insight project using Experian's MOSAIC lifestyle data. The project will look at the services the new Unitary Council in Wiltshire will provide and how people access them. More details soon.

The Health and Social Care Joint Strategic Needs Assessment has now been completed and is available on the Intelligence Network here along with several guidance and background documents and previous research reports. Local authority health profiles are designed to show the health of people in each local authority area, and include comparisons with other similar populations. They are produced by Public Health Observatories and will be updated annually. With other local information these profiles demonstrate where action can be taken to improve people’s health and reduce health inequalities. Profiles are now available for 2006; 2007 and 2008 and are available on the Intelligence Network by going to the Library section and searching for "health profiles" in the "title" box. More information can be found on the Association of Public Health Observatories website.

The Intelligence Network website is to be archived for posterity as part of the British Library's web archiving programme. The National Archives and the British Library are working together to ensure the long term preservation of central and local government web sites. This means there will be a permanent historical record of the website and the information on it will be preserved in perpetuity at no cost to WSIN.  We will also have a permanent record of exactly what information was displayed on the site at a given point in time in case of questions arising from the general public, officials or elected members and this could even help with business continuity issues. The archived site will be stored on the UK Web Archiving Consortium website: www.webarchive.org.uk. Wiltshire County Council's Corporate Research team now runs an online panel that is consulted on a range of topics using web surveys that are accessed using emailed links. For more information on how to join the e-panel or the People's Voice panel please use this link to the "consultation homepage on the Intelligence Network". Council staff and partners may also wish to consider how the online panel could benefit them and if they have any questions they would like a quick response from around 1,000 panellists on. The latest Quarterly Economic Review has been produced. This report contains a range of economic indicators (employment rates, economic activity rates, unemployment, residential and commercial property) and will be available in the library on the Intelligence Network.  For further information on these or any other economic indicators please contact Susie Read on 01225 757527 .

Wiltshire County Council's Corporate Research team is working with Experian to use MOSAIC public sector data to help shape service delivery by gaining a better understanding of Wiltshire residents.  Mosaic Public Sector is a classification of people based on socio-economic data such as deprivation, lifestyle and consumer behaviour.  The Corporate Research team are working to produce a Wiltshire version of the classification that is both more accurate and better attuned to the specifics of the county and that has added value by way of extra local data added to it. It is hoped the Wiltshire classification that is arrived at will be used by a range of organisations in Wiltshire. An in-depth Community Safety report based on results from the November 2007 People's Voice survey has recently been placed on the Intelligence Network.  It focuses on the community safety, police and ASB related questions.  It analyses the results at the full county-wide level and by community area.  Topics looked at include feelings of safety and levels of worry over certain types of crime, what might make you feel safer, how well you might know your local NPT and perceptions of change in levels of ASB in your local area.  Results show that some community areas consistently show low levels of worry and hold their local NPT in high regard, whilst other areas worry greatly about different crimes and know little about their NPT and what they are doing.  For more information please contact Andrew Jack  on 01225 713109.

The ACKnowledge e-consultation mini-site was closed on 31 March 2008.  Wiltshire County Council and its partners are currently looking at the options for its long term replacement and how to provide a range of consultation and engagement services online (e.g. blogs, e-petitions, online forums etc.).  The new tools will support the new Unitary Council (One Council for Wiltshire) which will replace the existing 5 councils in Wiltshire.  We are currently running an e-panel that will be consulted on a range of topics using web surveys that you can access using links that are emailed to you. The Tomorrow's Voice Winter 2007/08 report is now available on the Intelligence Network. The survey asked questions about: the No Worries scheme; sports and activities; voting and elections; neighbourhood policing and police priorities; the future and mosquito machines.  In addition to the report the consultation database  contains the results of each of the individual question.  If you are able please also fill out a feedback form and return it to Tom Frost , who is also the contact for more information (01225 757513) along with Damian Haasjes the Voluntary Sector Youth Service Development Co-ordinator who can be contacted on 01380 735782 or 07979 488346.

A survey has been carried out for Salisbury Galleries to look at the views of users to find out what they like about the galleries now and what sort of art and exhibitions / events they might like to see in the future.  The survey also asked non-users why they had not been before.  The report can be found here and for more information please contact Andrew Jack  on 01225 713109.

"Weeks of Action" events have recently been held by the Community Safety Partnerships.  These events were targeted using a residents survey conducted in September 2007 which attempted to identify and tackle priority anti-social behaviours (ASBs) in locations highlighted by respondents.  The outcome of the "Weeks of Action" have been evaluated, using the results of the November 2007 People's Voice survey and information from in-depth interviews with officers and self-evaluation forms from other officers involved in the events assessing how they felt the events went.  The aim of the evaluation was to see if the "Weeks of Action" made a difference in public perception of ASB in the areas that held them. The results show that the "Weeks of Action" succeeded as the perception was that speeding, graffiti and dog mess all decreased in several areas. The report can be found on the Intelligence Network. The Corporate Research team welcomes Julie Seddon back to work this month. Julie returns after a year's maternity leave to resume her position as senior researcher and Intelligence Network co-manager. Wiltshire County Council recently held its annual State of Wiltshire debate as part of a full council meeting on March 18th. To inform the debate the Corporate Research team produced a report containing a range of facts and figures about the local area covering topics such as population, economy, education, public consultation, crime, deprivation, etc. The report is available to download here. The Corporate Research team is currently investigating using a range of e-consultation tools to engage with the community and let people have their say in a range of new and innovative ways. Blogs, web-casting, e-forums, e-petitions, online surveys and e-panels are some of the tools being investigated. On Wednesday 12th March, Wiltshire County Council's Corporate Research Team held a consultation event with Minority Ethnic residents. The event was held to obtain an insight into the experinces, perceptions and needs of minority ethnic resdeints living in Wiltshire.
