Cabinet
Purpose
The Cabinet was established in December 2001, as part of adopting a Cabinet and Leader style of decision-making structure within the new governance arrangements.
Cabinet is responsible for most day-to-day decisions, and is made up of the Leader, and up to 9 other councillors appointed by the Leader. The Cabinet makes decisions which implement the Council's overall policy framework and budget. If it considers that a decision is required which is outside the budget or policy framework, this must be referred to the Council as a whole to decide.
The Cabinet can make decisions by way of meetings where it would consider items that it feels are substantial or contentious, or individual cabinet members may make decisions by way of delegated powers. Cabinet member delegated powers are detailed as appendix VII of the County Council's constitution, and each decision made by a cabinet member is published on the County Council website within the Delegated Decisions section.
A Forward Work Plan is produced to show the planned consideration of matters for decision by Cabinet. This plan is published once a month, and covers meetings over the proceeding four months. In addition to normal executive status decisions, the Cabinet will consider items that could be defined as 'Key'. The Forward Work Plan shows details of all decisions, including 'Key' decisions, to be taken by the Cabinet. This enables members and the public to be aware of forthcoming decisions and gives them the opportunity to influence these decision by making representations.
Membership
The Leader of the Council (appointed by County Council at its meeting in May) chairs meetings of the Cabinet and is the principal spokesman for the Council.
The Leader will appoint individual portfolio holders as he or she thinks appropriate. Individual portfolio holders will have power within any scheme of delegation determined by the Leader. Wiltshire's Cabinet is made up of 9 members, these are shown below with details of main responsibilities:
- Mrs Jane Scott - Leader of Wiltshire County Council

- Ensuring the needs and aspirations of Wiltshire people are known.
- Management initiatives.
- Identifying priorities and setting targets
- Setting priorities.
- Probity and financial monitoring
- Communication policy
- Monitoring performance of portfolio holders
- Promoting the Council
- Relationships with other political group Leaders and Chairman of the Council
- Mr John Thomson - Deputy Leader and Community Services
- Performance of adult care services, including services for people with learning disability, mental health problems, physical impairment and for older people.
- Relations with organisations, especially the health service and voluntary organisations regarding social care services
- Community development in local areas.
- Listening to people: community planning including consultation.
- Mrs Mary Douglas - Cabinet Member for Culture, to include Libraries and Heritage
- Community safety.
- Performance of Libraries and heritage services.
- The Supporting People programme.
- Mrs Nancy Bryant - Cabinet Member for Education & Youth Development
- Partnership with Wiltshire's school governors and headteachers on education matters including school performance and funding, curriculum, buildings and admissions.
- Performance of the Youth Development Service, Early Years provision and Youth Justice.
- Miss Fleur de Rhe-Philipe - Cabinet Member for Environment, Transport and Economic Development
- Performance and strategy for transport (including the Local Transport Plan, related strategies and policies, highways, maintenance; improvements; traffic management, rights of way; road safety); passenger transport; trading standards; emergency planning and economic development.
- Mr Toby Sturgis - Cabinet Member for Planning & Waste
- Strategic planning including the County Structure Plan and the Minerals and Waste Plan.
- Performance of waste management including disposal and recycling, and property management including county farms.
- Mrs Bridget Wayman - Cabinet Member for Children and Families
- Performance of childrens social services including child protection fostering and adoption, childrens homes and special educational needs.
- Relations with other organisations, especially the health Service and voluntary organisations regarding children's services.
- Mr Mark Baker - Cabinet Member for Staffing and Customer Care
- Leading on the 'Success through People' strategy and all staffing issues including Investors in PeopleValuing People: staffing issues including Investors In People.
- Leading the improvement programme to develop customer services, information centres, call/contact points.
- Mr John Noeken - Cabinet Member for ICT, Procurement and Partnerships
- Improving management of information and information technology.
- Procurement of goods and services including PFI.
- Development of new stategic partnerships with coordination and rationalisation of existing partnerships.
