Forward Work Plan

The County Council's Forward Work Plan consists of all future items to be considered by the Cabinet and all other main Committees of the County Council in the next four months. All Cabinet items are detailed at the beginning of each month of the plan, and then followed by items for consideration by all other committees of the County Council.

In addition to statutory executive decisions, the Cabinet will consider items that could be defined as Key. This plan shows details of all Key Decisions to be taken by the Cabinet, together with executive decisions and delegated decisions by Cabinet Members and Officers.

  • The Plan shows the following details for Key Decisions:
  • Title of the matter for decision
  • Date that the decision will be made
  • Reporting process (all other meetings that have or will consider the item)
  • A description of the purpose of the report to be considered
  • Individuals/Parties consulted regarding decision
  • Means of Consultation carried out
  • Any documents relied upon in carrying out the decision
  • Officer contact name and telephone number

A 'Key' decision is defined by government as an executive decision, which is likely:

(a) to result in the local authority incurring expenditure which is, or the making of savings which are, significant having regard to the local authority's budget for the service or function to which the decision relates; or

(b) to be significant in terms of its effects on communities living or working in an area comprising two or more wards or electoral divisions in the area of the local authority.

The County Council's Corporate Management Team has adopted the following criteria to determine what item qualifies as a key decision:

  • Closure of an amenity or total withdrawal of service.
  • Any restriction of service greater than 5% measured by reference to current expenditure, or hours of availability to public.
  • Any action incurring expenditure or producing savings greater than 20% of budget areas defined in Best Value regime.
  • Any area reorganisation plan extending, in effect, beyond a single County Electoral Division insofar as it will impact on the delivery of the service to the public (therefore internal organisational or staffing alterations would not be a “key” decision).
  • Any proposal to change the County Council’s policy framework (documents listed within the County Council’s Constitution).

Decisions taken with the Cabinet’s executive powers will only contain details of the decision making body, the date of the decision, the title of the item, and an officer contact.
