Purpose

The County Council is a decision making body made up of all members of the County Council and meets at least four times per year. The statutory responsibilities of the County Council cover a wide range of functions, exercised only in full Council meetings, including:

  • Approving the policy framework of the Council as expressed in statutory plans and strategies.
  • Approving the Council's Annual budget, including financial resourcing, council tax, borrowing requirement, etc.
  • Approving and amending the Constitution.
  • Decisions relating to any matter in the discharge of a Cabinet function covered by the policy framework or the budget where the decision would be contrary to the policy framework or contrary to/or not wholly in accordance with the budget.
  • Appointing the Leader of the Council.
  • Agreeing the terms of reference for Committees other than joint Committees, deciding on their composition and making appointments to them.
  • Adopting a Members’ Allowances Scheme following advice from an independent remuneration panel.
  • Confirming the appointment of the Head of Paid Service.
  • Appointing the returning officer.
  • Submitting proposals to the Secretary of State under the Representation of the People Act 2000.
  • Decisions in relation to bylaws and promoting or opposing the making of local legislation or personal Bills.
  • Agreeing the cycle, dates, starting times and venues of Council meetings.

The County Council follows the rules and procedures detailed within its Constitution.

The Council comprises all 49 members (Membership).
