On 1st April 2009, Salisbury City Council came into being as a new Parish Council for the City of Salisbury. The creation of Salisbury City Council was part of the bid for unitary authority status by Wiltshire Council. To ensure that Salisbury City Council is able to establish itself as a viable Parish Council with a strong community function, Members and Officers of both Wiltshire Council and Salisbury City Council have been discussing a portfolio of properties to transfer to Salisbury City Council. The portfolio of properties includes various commercial properties and numerous areas of parkland, allotments and other areas of open space.
On 16th September 2009 the Cabinet of Wiltshire Council agreed a portfolio of properties to transfer to Salisbury City Council. On 8th October 2009 the Full Council of Salisbury City Council agreed to accept the transfer of the same portfolio of properties.
Wiltshire Council has a statutory duty under s.123 (2A) of the Local Government Act 1972 to publish a notice of its intention to dispose of open space for two consecutive weeks in a local newspaper. This notice will appear in the Salisbury Journal on 22nd October 2009 and 29th October 2009. Wiltshire Council has a statutory duty to consider any objections to the disposal of open space. Objections should be received within two weeks from the later of the two dates of publication in the Salisbury Journal.
