Alert and Call Out

Upon receipt of the initial alert from whatever source the Emergency Services will despatch mobiles to attend the scene of an incident. The emergency service response will be tailored to meet the scale of the incident as reported in the initial alert call. There are certain instances where a pre-determined response is generated, when incidents occur at a COMAH site for instance.

The local authority will be notified via the Emergency Planning Unit. One of the main roles of the EPU is to act as the initial link between the Emergency Services and the local authority for notification of an incident. To this end the EPU operates a 24/7 Duty Officer call out scheme. The contact details for the Duty Officer are held in the emergency services joint control room.

The Emergency Planning Duty Officer will inform the District Council Local Authority Incident Officer  and the County Emergency Planning Officer.  At this point the decision will be made as to the scale of the local authority response to be generated.

In the event of an incident occurring that is, or has the potential to become a major incident the local authority will generate a full response along the following lines.

County:

  • Call out of Emergency Functional Team Managers
  • Open the County Incident Room
  • Place Rest Centre Teams on standby
  • Place Voluntary Aid Societies on standby for assistance at rest centres
  • Place relevant County Council departments on standby
  • Call out Communications Team
  • Deploy Local Authority Liaison Officer to Silver Control
  • Deploy Chief Executive and County Emergency Planning Officer to Gold Command

District:

  • Inform District Chief Executive
  • Call out Emergency Functional Team Managers
  • Open Incident Room
  • Deploy Local Authority Incident Officer to the scene
  • Place relevant District Council departments on standby

The Emergency Planning Unit must also notify the following agencies of an incident as soon as possible:

  • Wiltshire PCTs
  • Railways and Passenger Transport companies for possible re-routing of public services, notification of workforce in affected area and assistance with evacuation.
  • Public Services and Utilities for advice on power/fuel problems and supply, pollution advice and warning personnel in an area affected by an incident:
    • Gas
    • Electric
    • Water
    • Telephone
    • National Power
    • National Grid
  • Environment Agency for advice and assistance with pollution problems
  • DEFRA for advice and assistance concerning crops and foodstuffs
  • Other agencies that need to be informed of the incident or who may be able to commit resources to dealing with it will be called as and when it is considered necessary.
