The Emergency Planning Unit will receive reports of incidents as soon as: is practicably possible after they occur; if reported as threatened; or if a potential exists for a minor incident to escalate.  This information will, in the main be received initially by Wiltshire Police or the Fire and Rescue Service who will then alert the Duty Emergency Planning Officer.

The type of incidents involved are:

  • Any Major Incident declared by an Emergency Service.
  • Any request for assistance by Emergency Services or other Local Authorities.
  • Reports of oil, chemical or other environmental pollution or the threat of such pollution.
  • An incident where evacuated people need emergency accommodation and/or welfare.
  • Any incident likely to cause evacuation of more than 10 members of the public.
  • Any incident requiring the public to take shelter (close doors and windows, turn off air conditioning, etc).
  • Incidents requiring emergency feeding of the public, including long-term power cuts.
  • Incidents requiring, or likely to require, major catering for members of the Emergency Services attending an incident.
  • Incidents involving more than 10 deaths in one location.
  • Widespread damage to property.
  • Rail Crash.
  • Aircraft crash, fixed wing or rotary.
  • Major multiple traffic accident.
  • Flood warnings from the Environment Agency.
  • Severe weather warnings.
  • Water supply contamination.
  • Human food contamination reported under the Food and Environmental Protection Act (FEPA).
  • Animal feed contamination reported under FEPA.
  • Potential satellite accidents, affecting or likely to affect the County.
  • Incidents reported under RIMNET (Overseas nuclear accidents).
  • Threat of terrorist action.
  • Fire, explosion or release to atmosphere of any toxic/flammable/explosive substance from any site, particularly those registered with the Health and Safety Executive (HSE) under the following regulations:
    • Control Of Major Accident Hazards (COMAH)
    • Major Accident Hazard Pipeline Safety Regulations (MAH PSR's)
    • Major Accident Control Regulations (MACR)
  • Reports of suspected rabies outbreaks affecting the South West.
  • Reports of suspected foot and mouth outbreaks affecting the South West
