In the case of an emergency priority would be given to sustaining business critical work (e.g. work with high risk offenders) and skeleton coverage of low risk work.
3. In what ways might this policy or service affect some groups of people differently? Might some groups find it harder to access the service? Do some groups have particular needs that are not well met by the current policy or service?
In an emergency, a lower priority would be given to low risk offenders which may make it difficult for them to access the service.
4. What evidence do you have for your judgement? Is there evidence of public concern (e.g. complaints)? Have staff raised concerns? Is there local or national research to suggest that there could be a problem?
No evidence as policy is currently untested.

In an emergency situation disruption to the service provided to lower risk clients may be unavoidable.
