The bid for One Council was made in response to the Local Government White Paper, "Strong and Prosperous Communities," which included an invitation to councils in areas where two different councils are responsible for running services to put forward bids for a new single or 'unitary' council approach.
Wiltshire County Council submitted the following proposal to the Government
The Effective Practice in Spatial Planning project (pdf 1301Kb)
was commissioned by The Royal Town Planning Institute, the department of Communities and Local Government, the Joseph Rowntree Foundation and the Greater London Authority and undertaken by University College London and Deloitte. The project has examined how spatial planning is being delivered by those involved in formulating the Regional Spatial Strategies and Local Development Frameworks that were introduced by the Planning and Compulsory Purchase Act 2004. The focus of the project has been on the outcomes of planning for places rather than the process involved in preparing spatial plans. The project involved practising planners and also local authority Chief Executives, Councillors and other public agencies involved in the development and delivery of the new approach.
Professor Janice Morphet recently led the above study, together with a study of efficient and effective planning practice in a planning service with Peter Pendleton Associates and has just been commissioned to write a report on the status of planning for the National Planning Forum with IDOX. She is also part of innovative training programmes for Councillors in areas of growth with the IDeA and has undertaken other training workshops for local authorities and private planning consultants.
In response to the above report, Wiltshire County Council have commissioned a report by Mouchel Management Consultancy, also led by Professor Morphet, entitled Local Government Review, Planning Services Business Case (pdf 592Kb)
. This Business Case has been prepared in support of the unitary proposal addressing some of the main issues affecting the proposed Planning Services including an assessment of possible savings and costs.
