We are now working on a document that describes what the new council will be like. We will make this available to you as soon as we can.

The Implementation Executive recently considered when it would be best to make the appointment of a new chief executive. It decided that the recruitment and selection of a chief executive should be left to the new authority following the elections in May 2009. This means that the recruitment process is likely to begin in summer 2009 with the person appointed coming into post as soon as possible.

For the period between 1 April 2009 and the new chief executive taking post, the existing Wiltshire County Council chief executive, Keith Robinson, will continue to be chief executive of the new council.

It is also proposed that the appointments of any new Directors and Service Directors (equivalent of WCC Asst. Directors) will be made before the end of June. A paper detailing these proposals will be going to the IE on 15 April.

Overview and Scrutiny

The five councils have agreed overview and scrutiny arrangements for the transition period. A joint board of nine members (five from the County Council and one each from the districts) has been meeting monthly since December 2007. Tony Molland, county councillor was recently elected as Chairman. The Joint Board holds the Implementation Executive to public account for its actions and decisions.

Boundary Review Update

Just to remind members that the special meeting of the County Council on 18 Aprilwill considerthe submission to the Boundary Committee. An agenda for the meetinghas now been sentto all members and this contains the draft submission so far.

Workstream news…

Business Management Programme (BMP)

The project has now moved into the implementation phase. The BMP launch events for staff are now underway and attendance at the two events held so far has been really positive. There are plans to schedule in a BMP members briefing in the future. Members will be notified of this in due course.

Resources Workstream

Baseline data has now been submitted for all workstreams within Resources. Discussions are underway in relation to call handling via a single telephone number. Work is also continuing regarding moves to single management structures for individual services prior to April 2009. We will ensure that all staff will be kept informed about developments

Frontline Services Workstream (FLS)

Additional work is underway on Planning services with the Overview and Scrutiny Planning Task Group. Update papers have been produced for members setting out the current service position and proposals for looking at key issues, including governance arrangements, scheme of delegation and producing a Core Strategy for Wiltshire. Details of the 24 April Planning seminar are above.

Community Leadership and Governance (CL&G)

The Boundary Review proposals are now out for consultation with all district, town and parish councils. Proposals will be agreed at full council on 18 April as per update above. Details of consultation.
