
At its second formal meeting last week, the Implementation Executive considered various papers including one on the amalgamation of key services and one on the structure of the new organisation.
It is good news that we can start getting key senior people in posts as early as possible and look at opportunities to move towards single management structures before April 2009. Hopefully the draft regulations from the Minister will arrive soon and we will be able to go ahead and make the appointments to Director and Service Director posts.
The programme board have been working with Senior Managers across the five organisations in developing a document called Wiltshire Council - What will we be like? Its primary aim is to outline the key attributes of the new council in terms of its vision, culture and values. It is a document that is 'under construction' and your feedback would be appreciated.

Memberswill now be aware that Stage One of the Boundary Review has now been completed. After a period of consultation with town, parish and district councils, the County Council met on 18 April to agree their submission to the Boundary Committee. The Council’s recommendations for the new electoral divisions were then submitted to the Boundary Committee on 21 April. The submission is available on the One Council website.
The Boundary Committee will now consider all proposals receivedduring Stage one and prepare their draft recommendations. An eight week consultation period, seeking comments on the Boundary Committee'sdraft recommendations, is due to start in early July 2008.
Work is well underway to redesign the One Council website. We are trying to ensure that much more information is available to you. The Parish meet and greet sessions are almost complete with just Marlborough to take place on 7 May. The sessions at Devizes, Salisbury, Chippenham and Trowbridge were well attended with some lively debate and interesting issues raised. Questions and answers from these meetings will be available on the Website by Friday 9 May
Over the last two weeks, The Business Management Programme (BMP) Team have met district and county staff at sessions held across the county in Salisbury, Chippenham, Devizes and Trowbridge. Staff were shown a presentation which helped explain the phases of the programme and how they will be affected by the BMP. They were also given the opportunity to raise any concerns and ask any questions.The team are currently undertaking training ready to begin the blueprinting phase. The blueprint design phase of the programme willbegin on 6th May 2008 and last until mid August. This is when the future business processes are designed from beginning to end. Key staff have been invited to a series of workshops to help with this design process.
It has been agreed that the web team will concentrate on establishing a single new structure for the website which it is hoped will be completed by Dec 2008.
Proposals have been received to provide a single telephony solution for the five organisations.
The workstream is currently working on reviewing potential governance arrangements for Development Control. Also working with the Governance & Communities Workstream to identify, which frontline services could be delivered by Town & Parish Councils and how community boards will control local service delivery
Proposals for the Boundary Review were considered at full Council on 18 April and the submission to the Boundary Commission was sent on Monday 21 April. You can view the submission on the One Council website.
Steve Milton, Principal Democratic Services Manager, Salisbury District Council has been appointed to the post of Team Leader to deliver the Community Board Development phase.
Following the Customer Focus Board on 7 April, the Project Initiation Document is now progressing and should be ready by 15 May. A members seminar on the topic is planned for the 22 May
