
The original submission for One Council set out the ambition for the project as
“Creating stronger and more sustainable communities in Wiltshire”. This is still the single aim that underpins our move to Wiltshire Council.
In order to deliver this we need to achieve three goals:

The aim, goals and characteristics of the new council need to be shared internally and externally as they will form the basis of all that we do. It is vitally important that we all spread the same message and that we work to deliver on our promises.

Following meetings of the Boundary Review Working Party on 17 and 18 March, copies of the proposed electoral divisions have been sent out to all town, parish and district councils for formal consultation.

Dates for your diaries – the following seminars are taking place during April
The Business Management Programme (BMP) team are about to deliver some launch events so that staff are much more informed about the programme. A seminar for Members will be organised within the monthly seminar programme and details will be notified to Members as soon as possible.
The Board met on 10 March to review progress and project initiation documents. Service area lead officers have been asked to complete baseline data, with information about current staffing levels, costs and budgets, by the end of March. Identification of service areas that may move towards a single structure before April 2009 is also being finalised.
The team are currently working to review potential governance arrangements for development control. They are also working alongside the Community Leadership & Governance workstream to identify how frontline services can be designed to fit with the area board governance model. Task groups have been set up to review planning (development control and spatial awareness) over a ten week period. A planning seminar is scheduled for Members on 24 April, to consider progress and outcomes.
Graham Wilson, Assistant to the Deputy Chief Executive atNorth Wiltshire District Council has recently been appointed as workstream manager.
Interviews for up to ten project managers and a team leader will be carried out next week. This team will be responsible for delivering the Community Board development phase of this project.
Key principles have been agreed for the customer focus/access to services strategy and a model for access to services has been agreed. A final report focussing on how the strategy will be implemented is due in May 2008.
