What will the Workstream cover?

The Resources workstream will manage the structural changes of a range of services that support the smooth running of the Council. The focus will be on how to integrate 5 different groups of staff into one team that supports how the Council will want to offer its services in the future. The services covered will include:

  • Human Resources
  • Finance
  • Revenues and Benefits
  • Property
  • Procurement
  • Legal
  • Communications
  • Policy & Research
  • ICT
  • Democratic & Member Support
  • Customer Care Unit
  • Corporate Support Functions (e.g. Printing & Despatch)

Workstream Objectives

The Workstream has two broad objectives currently which will be refined as the discussions take place, these being;

1.  Redesign of the services within the scope of the workstream and in doing so ensure that they are:

  • Fit for purpose; excellent services at an affordable cost
  • Operate within the agreed budget
  • Can demonstrate that the changes will lead to a service improvement

2.  Ensure Staff confidence and engagement by addressing issues around

  • How can I get involved?
  • How can I make sure my views are taken into account?
  • Where will I work?
  • What will my job be?

What will the Workstream do?

Success for the workstream will in the first instance will mean services continue to operate effectively on day one of the new authority.

A key requirement is that on day one of the new Council nothing falls over or does not work. For example:

  • Phone calls should be answered by the right people
  • Invoices get paid
  • Staff continue to get paid the correct amounts
  • The right levels of benefits are paid to those entitled to receive them

The workstream will establish a series of projects aimed at delivering transformational change for the services areas within the scope of the workstream.

The projects represent a once in a generation opportunity to put in place services that are truly customer focused and fit for purpose.

For each service area the transformational journey may take a different amount of time. Day one will be significant milestone point along the transformational path, but in many cases will not be the end point. Each service area will set out their transformational change aimed at delivering their part of the vision for the new Council.

How will the workstream be managed?

Stephen Gerrard will be accountable for the overall delivery of the Resources workstream. He will be supported by Andrew Osborn as the Workstream Manager. Any questions or queries about the workstream should be directed to the workstream manager.

A Workstream Board has been set up with representatives from each District Council. The Boards role is ensure each service area project is progressing satisfactorily.

Each service will be managed as individual projects, with an officer appointed as the lead Officer for their project / service area. They will provide fortnightly reports to the programme manager, to monitor progress on the deliverables for each project.
