Parish and Town Councils have been consulted on the County Council's draft proposals for the Boundary Review.
All representations that have been received have been reported in summary form to the Boundary Review Working Party and will in turn be reported to the County Council meeting on 18 April. The cut off date for the receipt of representations is 17 April.
All of the proposals that are being recommended to the County Council are on our website and the meeting of the County Council will of course be open to the public.
It is hoped that at the meeting on 18 April the County Council will approve thesubmission to the Boundary Committee which will include proposals for the electoral divisionsfor the new Council.
It is expected that the Boundary Committee will publish its draft recommendations in response to submissions in early July 2008 and there will be an 8 week consultation period on the draft recommendations.
An Overview and Scrutiny Planning Task Group has been set up to look at the options for future governance arrangements, scheme of delegation and level of consultation for development control. This will include looking at local input from town and parish councils on planning matters.
Working with a county-wide officers group, the O & S task group is looking at examples of best practice from unitary councils and what could work for and improve the planning service for the new council.
All county and district councillors will have the opportunity to discuss and give their views on planning and what they consider could be done better at a seminar on 24 April.
Their views will be used by the O & S task group to inform the options which will be presented to the Implementation Executive for consideration in June.
Some key facts and points to note:
As a new council we will be processing approx. 10,000 planning applications in the first year – the highest number of applications nationally.
Currently approx 10% of all applications are determined by planning committees (= 1,000 per year)
We have 16,500 Listed Buildings
Number of households is 191,000.
Wiltshire Council will be the largest planning authority in the country.
Currently as 5 authorities there are variations in scheme of delegation, governance arrangements, how we consult and our level of performance.
The intention is to harmonise the service and improve our delivery, performance and customer satisfaction levels.
