The County Council and its Plan making partner, Swindon Borough Council have reached the final preparatory stage in the process of building the Wiltshire and Swindon Minerals and Waste Core Strategy Development Plan Documents (DPDs) – the ‘Submission Stage’.
The Core Strategy DPDs are the most important documents within the County and Borough Councils’ Minerals and Waste Development Framework. As such, they help shape the direction and broad location for future minerals and waste development.
The documents present the County and Borough Councils spatial vision, objectives and strategic policies for minerals and waste development for the next twenty years (2006 – 2026).
The documents have passed through various preparatory and public consultation phases since November 2005. Throughout these processes, they have been subjected to rigorous appraisals and public scrutiny designed to refine and strengthen the strategic policy proposals.
The Submission Stage involves submitting the Core Strategy DPDs to the Government and commencing one final period of consultation running from Monday 31 March to 5.00pm Wednesday 14 May. The comments received during this last consultation exercise will form the basis for the independent examination into the soundness of the documents. This soundness assessment is undertaken by an independent Planning Inspector.
Once the examination phase of work has been completed, the Inspector will issue the Councils with a binding report setting out his or her recommendations. The Councils will be obliged to accept the recommendations and act accordingly. If the Inspector finds the documents to be sound, they will be recommended to the Full Council for adoption. Conversely, if the Inspector finds the documents to be un-sound, the Councils will have no choice but to withdraw its proposals, undertake the necessary work and resubmit Core Strategy documents for examination.
