Wiltshire Council local development framework

Wiltshire residents are being asked to comment on two plans out for public consultation this summer. The first, outlines the number of jobs and homes needed in Wiltshire over the next 15 years and the second makes proposals for the location of new waste management facilities across Wiltshire and Swindon. The two consultation documents which will be made public on the 13 June are:

  • The Wiltshire Core Strategy consultation document, and
  • The Wiltshire and Swindon Waste Site Allocations Development Plan Document (DPD)

Public exhibitions are being arranged so you can find out and comment on what both documents say about your area.  The exhibitions, staffed by council officers, will be open between 2pm and 8pm with one taking place in each community area.  The exhibition dates confirmed so far are listed on the Local Development Framework Consultation web page. Additional dates will be posted on the council’s consultation portal as soon as they are available.

The consultation is open from the 13 June until the 8 August 2011.  Wiltshire Council encourages anyone wishing to view and comment on the consultation documents to use the council’s consultation portal

Alternatively hard copies of the documents can be viewed in the council’s offices in Chippenham (Monkton Park), Devizes (Browfort), Salisbury (Milford Street) and Trowbridge (County Hall and Bradley Road) as well as all local libraries.

New waste and recycling collection roadshows

From Monday 4 July every household in Wiltshire will be receiving an introductory leaflet detailing the new waste and recycling collection service, and how the changes effect them. To compliment these leaflets we will be holding roadshows across the county. The roadshows will promote the new waste and recycling collection service. Come along to ask questions and find out more.

Come and meet the leader and chief executive and find out more about our plans for the next four years

Wiltshire Council has approved its PDF2011 business plan Business Plan 7mb for the next four years, which sets out the programme for investment, improvement and making savings. Leader of the council, Jane Scott and chief executive, Andrew Kerr, would like to meet you to discuss the plan in more detail and give you the opportunity to ask them questions.  We are therefore holding some public meetings which you are very welcome to attend.

Our PDF2011 business plan business plan 7mb is bold and different to many other authorities. It sets out how we plan to meet the challenges facing us whilst delivering our vision to create stronger and more resilient communities. We are very ambitious and have plans to radically change some of our key front line services and drastically reduce the number of council offices and buildings. We want to work with communities to help you become more self sufficient and less reliant on our services.  We want to strengthen our communication with customers and put you first so why not come along and take the opportunity to discuss and raise any issues or concerns you have?

Wiltshire’s 20mph limit pilots comes into force

Experimental 20 mph limits have recently been installed in Wiltshire to improve road safety in rural areas.

The new limits are already in force in the villages of Westwood, Limpley Stoke, Biddestone and Great Cheverell with Great Bedwyn to follow shortly. If the changes prove to be successful, more could be put in place in the future.

The winter of 2009/10 was the most prolonged period of severe winter weather for 30 years, and it had a serious effect on the highway network. The mixture of wet and freezing weather caused severe damage to roads in many locations in Wiltshire. Where there was already a minor fault in the road surface, this freeze and thaw action resulted in the fault becoming very much worse. This is often a seasonal problem, but was particularly severe last winter.

A guide to the cost of the more common requests that the council receives for the provision of highway works (as at February 2006) is available. It is intended to help parish and town councils when considering such issues in their area.

Paths improvement grant scheme

The Paths Improvement Grant Scheme (PIGS) is running again in 2011. The PIGS scheme aims to encourage parish and town councils to make innovative improvements to their rights of way or create new permissive links for the benefit of the local community and visitors. The deadline for bids is Friday 15 July 2011.

Working in partnership to improve the street scene

Wiltshire Council is setting up six pilot areas where it will increase its street scene partnership working arrangements with town councils to maximise the use of resources and focus services on locally identified issues.

The council already undertakes many partnership schemes with town and parish councils. The pilot schemes will build on the previous working arrangements and will seek to bring further improvements in services for no extra cost.

The Calne area will be the first of the pilot schemes. Wiltshire Council street scene staff (based at the Parsonage Way depot) will be working with Calne Town Council and the local community to help with events such as school litter pick days and community action events. The loan of litter picking equipment, such as litter pickers, bag hoops, refuse sacks and gloves are available for community and charity groups with no charge.

Subscribe to committee meeting updates

You can now subscribe, via the Wiltshire Council website, to receive email alerts telling you when meeting papers for committees you are interested in are published on the council’s website.

To use the subscription service, simply go to the Meetings Agendas and Minutes page and ‘subscribe to updates’ to register.

Town and parish council information area

The town and parish council area of our website has been expanded to provide more information for the public on local councils and to provide a number of useful links for town and parish councils. These include guidance and forms from Wiltshire Council, and links to the National and Wiltshire Association of Local Councils websites, and a link to the Parish Newsletter.

Doorstep safety help

A DVD produced by Wiltshire Council to increase awareness about how to deal with doorstep crime is being distributed to community groups from June.

Community safety and trading standards joined forces to produce the DVD aimed at giving older and vulnerable people the skills and confidence to deal with rogue traders and unscrupulous sales people.

Parish and town council records

Parish and town council clerks create a wide range of records in order to fulfil the duties of their councils. Some of these are of long-term historical interest and should be preserved permanently after their administrative usefulness has been served. Records of this type should be transferred to the Wiltshire and Swindon History Centre where they can be made available for research by the general public. They will be very important for local and social history in the future.

Many, however, can be safely disposed of after a number of years. These PDFGuidelines on storing and keeping records guidelines on keeping and storing records 69kb  should help parish and town clerks decide which records should be kept and which can be safely destroyed. The Wiltshire and Swindon History Centre is happy to help with further advice about the storage and disposal of records that fall outside these guidelines. New self service machines in libraries

New self service machines will be installed in all Wiltshire Council libraries over the next two months, as part of a major service development. Using a simple touch screen the self service machines will enable customers to borrow, return, renew and reserve books and other items, and also to pay charges using coins or chip and pin.

The new style of self service has been successfully operating for four years in the county’s larger libraries and has proved popular with customers and staff. By enabling customers to carry out simple transactions the terminals allow library staff to focus on helping people to find the books and information they require. The machines are simple to use, reliable and do not display personal data. They will help the service move towards operating smaller libraries in partnership with volunteers from September onwards.

Some libraries may be closed for a short period to allow building work and/or installation of the machines to take place safely.

Learning and development programme

The PDFWiltshire Council's learning and development programme learning and development programme 5mb  provides details of courses and accredited qualifications that are available not only for staff, within Wiltshire Council, but also available to our partners including town and parish councils.

Dementia charity expands into new home

People with dementia and their carers are invited to attend the official opening of Alzheimer's Support's new office in Trowbridge on 5 July 2011 from 10am. Park House, just off Park Road, will be the new 'dementia hub' for the area, with more space for people living with dementia and their family carers to drop in for advice and support.

The charity runs day clubs in Trowbridge, Westbury and Devizes and arranges for trained staff to spend time with people with dementia in their own homes. Other services include Alzheimer cafes, singing for brain groups, carers groups and trianing courses for carers.

The move has been partly funded by a grant from the Trowbridge Area Board of Wiltshire Council. For more information please call 01225 776481.
