In June 2001 a corporate contract was let by the County Council which covered Building Cleaning, Catering and Grounds Maintenance, also the provision of all services for the County Hall Complex. All County Council premises were brought into the contract. Schools who have their own delegated budget were also invited to enter into any or all of the elements of the contract if they so wished. The contract is managed by the Contracts Management Group of the Environmental Services Department and is run in partnership with the contractor.

Regular meeting are held between WCC, the client representatives and the contractor to review progress. Each site has been provided with a User Guide and a Site Log Book to enable interested parties to record their comments on the service provided.
The Building Cleaning Contract covers both the regular daily cleaning of premises and the more specialised periodic cleaning e.g. the shampooing of carpets and re-sealing of hard floors. The standard of the building cleaning achieved is monitored on output according to the Specification to the contract and there are set procedures to be followed in the case of non conformance. Attention is also paid to compliance with Health and Safety Legislation.

The tasks covered by the Grounds Maintenance Contract are seasonal e.g. grass cutting and include health and safety tree inspections as required under WCC policy. A set of plans and a location schedule was prepared for each site in the contract prior to the contract being let and these along with the User Guide enables the Location Manager to assess whether the contract standard is being met.

The catering service provides school lunches at the 119 schools choosing to purchase the service. Of these 117 are Primary schools and the remaining 2 are Secondary schools. Meals are mainly cooked on site but where there is no kitchen they are transported in from other schools in the vicinity.
The community meals service is catered for in the form of Meals on Wheels which are delivered to the elderly in their own homes following referral from DACS. The meals are bought in frozen and distributed from one depot in Corsham and another in Salisbury. Hot meals are regenerated in custom built vans en route to the client. Meals can also be delivered frozen if required.
A number of Luncheon Clubs are in operation throughout the county which enable the elderly to meet, usually at day centres. A choice of hot meal is offered and this is delivered by van from one of the depots.
All aspects of the service are monitored to the specification with attention paid to Food Hygiene Legislation.
