Terms of Reference

1.0  Overview

1.1  The Healthy Eating Alliance is a partnership group established to develop joint ways of working to promote healthier food choices and address the rising problem of overweight and obesity among the population of Wiltshire

1.2  The Alliance has a multi-faceted role in terms of:

  • providing the strategic direction

  • operational oversight in respect of all components of Healthy Eating promotion for the Primary Care Trust

  • ensuring robust quality assurance arrangements are in place to support delivery or commissioning of weight management services

2.0  Purpose of the Committee

2.1  To establish an overarching view of all ‘Healthy Eating’ activities within the PCT’s catchment area

2.2  To act as a forum for the coordination of work being undertaken to support lifestyle choices to eat healthily

2.3  To reduce health inequalities by identifying priority communities and targeting these for interventions on promoting healthy eating

2.4  To be a forum for sharing resources and disseminating information on good practice, lessons learnt, challenges faced and possible future solutions regarding interventions for the promotion of healthy eating

2.5  To agree local standards for the promotion of healthy eating (to include breastfeeding and weaning) in light of often conflicting nationally released information

2.6  To develop local care pathways for local weight management services, to include cross references and links with the existing exercise referral schemes(and agree how their commissioning and delivery can be maximized in view of scarce resources)

2.7  To link with the physical activity forum, School Nutrition Action Group (SNAG) group and the Healthier Wiltshire project

3.0  Membership of the Committee

3.1  The Alliance shall include as core members:

(note targeted communities see 2.3 above)

Representative from the PCTs’ public health team (1)

Representative from the PCTs health promotion team (1)

Representatives from the 4 District Councils (4)

Senior member of the dietetics team (1)

Member of the health visiting teams from targeted communities (1 from each district)

School nurses representative (2)

Representative of the Healthier Wiltshire partnership (1)

Representative from the Schools Nutrition Action Group (SNAG)* (1)

* SNAG, coordinated and chaired by LEA representatives, is recognized as a sub-group of the HEA and is a steering group for the LEA school food strategy

3.2  Associate members: Representative from the Health & Social care theme group of the Local Strategic Partnership (LSP) from targeted communities (1 from each community)

3.3  Co-opted members: According to the meeting content a representative of ‘users’ of health promotion, Sure Start or weight management services may be invited to meetings to contribute to discussions

4.0  Organisation of the Committee

4.1  There shall be a minimum of four meetings of the Committee each financial year (April to March). The committee quorum is: five organizations

4.2  The work of the Alliance will be coordinated by the public health team of the PCTs in collaboration with operational managers and front-line staff

5.0  Reporting Arrangements

5.1  Minutes will be shared with members of the alliance and Director of Public Health within 3 weeks of each meeting

5.2 Members of the Alliance (and SNAG sub-group) will share progress/activity reports on a quarterly basis

5.3  Recommendations arising from the work of this committee will be submitted in writing to the Director of Public Health, Wiltshire PCT, and the Long-Term Conditions Group who will action recommendations through appropriate Governance Channels.  Feedback on the progress of these recommendations will be given at the next formal meeting of the Healthy Eating Alliance

6.0  Review Arrangements

6.1  These terms of reference will be reviewed on an annual basis
