Final amendments to Local Area Agreement
Changes to content of Wiltshire’s LAA since submission to WiSB on 5 March.
3.4 What are we going to do?
Insertion of the following text:
This LAA has been developed by the active participation of partners, and this is reflected in the activities and targets shown in the following sections. Key partners have been agreeing their commitment to the activities that support the targets in this LAA, but in the timescale available it has not been possible for all partners to take the LAA through their governing bodies. It may be necessary to change activities and targets shown in this document if the expected commitments are not made. Appendix 14.3 shows the specified participation concerns raised by partners during this sign-off process; this may be added to if further concerns are raised as part of the remaining process.
5. Economic Development and Enterprise
- 1.1 – List of partners and targets amended
- 2.3 – List of partners amended
- 3.1 – Partners have been expanded. Now show as:
LSC, Colleges, Public Sector Employers (members of WiSBEx) other providers.
- The dates for target information to be confirmed for the following sub-outcomes have been changed from Nov 08 to Sept 08: 2.1, 2.2, 2.3, 2.4, 2.6, 2.8, 3.1, 3.3, 3.4
7. Healthy Communities
- Sub-outcome 1.6 removed due to PCT (also removed from Appendix 14.1)
9. Stronger
- Sub-outcome 1.2 paragraph entitled Development of Wiltshire Wide approach to on-going engagement of hard to reach groups (listed) with consistency achieved across all councils. For targets 2007/08 and 2008/09 insertion of ‘Wiltshire-wide' to add clarity.
- 1.2 Lead partner changed from WCC to WIP, as a result of comments from WWDC
9. Safer
- Additional mandatory performance indicators inserted for sub-outcomes 2.1 and 2.3.
10.4 Pooled Funding
Children & Young People - School Development Grant amended to £559,071
C&YP Total amended to £2,431,560
Grand total amended to £3,967,190
10.7 Enabling Measures
Insertion of the following text:
The targets in this agreement are based on the understanding that these enabling measures will be agreed in time for the start of the LAA in April 2007. If this not the case then the targets will be amended to reflect the impact of the loss of the enabling measure denied.

Environment
- Approval of Environment applications by GOSW is outstanding
Safer and Stronger
- 1.2 – application denied by GOSW

Appendices
An additional appendix has been added (Appendix 14.3 Specified participation conditions from partners) which contains certain concerns to be acknowledged from two partners (Wiltshire Wildlife Trust and Salisbury District Council). This is referred to on page 104.
