Local Public Service Agreements (LPSAs) involve a local authority committing itself to achieving 12 tough or ‘stretch’ targets agreed with local people and partners. These targets cover both local and national priority issues and are discussed in detail with central government. As an incentive to better performance locally, central government offers financial reward to the council for achieving its targets after three years, and gives the authority extra freedom locally to decide how best to deliver. LPSAs can be renewed after the end of their three year period and Wiltshire has taken up this opportunity by agreeing a second LPSA with the government. The ‘stretch’ targets in Wiltshire’s LPSAII will be included in the proposals for the Local Area Agreement that are being developed for submission to the government in 2007.
