  • Improving health and well being of year ten school children and public sector employees

Targets:

This target will be measured through surveys conducted by the Healthier Wiltshire project and will address:

  1. Reducing the number of school children in year 10 who smoke by 18.7% [299] (4% [64%] fewer)
  2. Reducing the number of public sector employees who smoke by 11.3% [461] (2% [81] fewer)
  3. Increasing the number of  school children in year 10 who eat 5 or more portions of fruit/vegetables per day by 62% [986] (5% [80] fewer)
  4. Increasing the number of public sector employees who eat 5 or more portions of fruit/vegetables per day by 69.8% [2845] (5% [204] fewer)
  5. Increasing the number of school children in year 10 who do on average one hour of moderate intensity physical activity per day by 84.3% [1340] (2% [32] fewer)
  6. Increasing the number of public sector employees who do on average half an hour of moderate intensity physical activity per day by 50.6% [2070] (3% [124] fewer)

How and when targets are measured:

Baseline conducted summer 2005

Final survey planned summer 2008

NB - no interim surveys are planned as it was considered to be too onerous for the organisations concerned and could prove detrimental to the results of the final survey.

Monitoring will be against activities that are put in place to help achieve the lifestyle improvements/changes.

In addition, information from a more recent national survey in which a number of Wiltshire schools took place suggests that the trends for smoking, eating more healthily and taking more activity are beginning to move in the right direction - these comparisons are with a similar national survey in 2002.

People's Voice now has questions on activity which could be used on an annual basis as a proxy for adult engagement although not specific to employers.  

Progress planned at this stage:

A) Engagement with exemplar employers - issue guide, seek examples of good practice, formalise relationships with HR Directors (ref wellbeing policies/IIP)

B) Engagement with schools -

  • via Scrutiny committee/Task group
  • via Healthy schools team

C) New target set as part of LAA which will support LPSA including a range of defined activities.  

Progress achieved at this stage:

A)

i) Guide issued to WiSB members
ii) Further connections established via Chief Execs – letter sent 06/02/06 and 24/04/07
iii) HR networks to be developed
iv) Initial contact made with IIP HQ
v) Programme of engagement with organisations established ref smoke free legislation
vi) Further good practice ref Health screenings (WCC) and model policies to be considered for wider dissemination
vii) WiSB conference on October 18 updated members via stall and encouraged greater participation as a part of LAA which now incorporates LPSA

B)

i) Full scrutiny programme established – report published June 06 to WCC Cabinet July 06
ii) Healthy Schools programme of engagement over next three years – priority schools to be targeted.  On target to hit 50% of schools by Dec 2006
iii) New targets for Health Schools set to support LPSA - good engagement of schools to date

A) and B)

LPSA targets to be included in and reinforced by other actions and outcomes in LAA.

Significant problems encountered/predicted:

A) Potential lack of engagement from some employers

B) Understanding progress in schools - problem reducing

Recovery actions in hand (where applicable):

A) Follow up letter via HR Director networks - network not proving easily accessible

B) Improved reporting of progress from Healthy Schools Team - Manager now on HW Steering group

External assistance required:

None at this stage - may need reinforcement via WiSB/WiSBEx at a later stage

Comments:

Measuring precise progress against the targets will always be difficult - the project will continue to set appropriate actions and it is these inputs/processes that will be the key measurements taken up to the end of the LPSA period.  At this point the second and final survey will be taken.
