Targets

1.  Overall increases in reporting of domestic violence, to record a further 421 incidents at the end of the LPSA period (based on the baseline from 2004/5):

  • 3,738 Domestic Violence incidents reported to the police April - March 2007 which compares to 3,717 for the same period in the previous year.
  • YTD performance (compared against the baseline) is achieving at least 60% of the STRETCH target, recording a further 362 DV incidents against the required 421 incidents.  This equates to 83% of the STRETCH being achieved.  
  • This will have to be replicated or improved on in the final year (07/08), to ensure performance related grant (PRG) can be accessed.

2.  A reduction in the number of repeat incidents of domestic violence to 35%, equating to an 8% reduction.

  • 43.1% of incidents reported April-March 2007 were repeat incidents, compared to 45.7% same period last year.
  • Performance is still off course to achieving at least the 60% STRETCH, would still need a reduction of a further 4.9% before can start to access performance related grant (PRG)

3.  Increase the number of successful outcomes (charges in relation to domestic violence incidents that result in convictions).  70% of domestic violence cases resulting in a successful outcome at the end of the LPSA period.

  • % of successful outcomes January - March ‘07 69.9%
  • % of successful outcomes YTD April - March '07 is 68.6%
  • Year end performance was 1% away from achieving the 60% STRETCH, which can then access the performance related grant (PRG)

How and when targets are measured

Targets 1 and 2 are monitored on a monthly basis.

Target 3 is produced by the CPS and there is time lag of a quarter in receiving data.

Progress planned at this stage

  • To analyse the results from the 24hr Snapshot into Domestic Abuse that took place on Thursday 22nd March 2007.
  • Continued work being developed through the criminal case management group to develop and work towards the accredited matrix to develop Specialist DV Courts, which would be piloted in one court.  
  • Roll out MARAC (multi-agency risk assessment conferences) across West Wiltshire and the rest of the county, which have proven successful in tackling repeat incidents in other areas.  
  • Exploring the CAADA (co-ordinated action against domestic abuse) training on MARAC.
  • Arranged visits to South Glos to view MARAC meetings - end May '07.
  • Local Practitioner Event being held on 16th May at the Corn Exchange in Devizes.  
  • Develop awareness raising strategy for 07/08 building on the Domestic Violence Kills campaign.  This work is being progressed through the LPSA sub group.  
  • Develop a rolling training program for awareness raising and impact on children.
  • Pilot multi-agency training scheduled to take place on 23rd/24th May, looking at the impact DV has on children.  

Progress achieved at this stage

  • Prevention and Support Action Plans were presented at Safer Wiltshire Executive Board 15th June 2006 and endorsed.
  • Established an LPSA Working Group to co-ordinate and focus specific projects that can help to positively steer performance towards achieving these targets.  The chair of the LPSA working group is Supt Criminal Justic and Community Safety, to ensure that there is a level of accountability remaining with the police.  
  • Domestic Violence Reduction Co-ordinator has been recruited and took up position 7th August ’06.
  • Paper was presented to Safer Wiltshire Executive Board regarding the future governance of DV initiatives, with a proposed structure endorsed in principle.  Ongoing work continuing to implement these recommendations.
  • Aims and objectives of the 24hr Snapshot into Domestic Abuse was presented to Safer Wiltshire Executive Board on 15th June 2006 and endorsed.  
  • 24hr Snapshot took place on Thursday 22nd March 2007.
  • Multi-agency training delivered to raise awareness.  
  • Draft Protection and Justice Action Plans have been presented to the WCJB - Nov '06.
  • DV Co-ordinators attend Wiltshire Criminal Justice Board's sub group - Victims & Witnesses and Criminal Case Management Group, where ongoing developments are being made to progress the WCJB action plan and specialist courts.  
  • Third Annual Wiltshire and Swindon Domestic Violence Conference took place on 10th October.  A very well attended and well received event – keynote speaker Christine Mann, Department of Health.

Significant problems encountered/predicted

Performance in indicator 2 is currently off target.

Recovery actions in hand (where applicable)

  • Proposed that dedicated DV slots be allocated in specific magistrates’ courts to deal solely with these cases.  Results from other areas which have piloted this approach have been promised with the level of unsuccessful cases dropping significantly.
  • Proposed that DV cases are tracked in the same way as PYO and PPO cases to ensure that they are expedited at all times.
  • Strategic group established (proposed Prevention and Support Strategic Steering Group) within Wiltshire Police to scrutinise performance in relation to domestic violence and to take remedial action in relation to declining performance.  Repeat incidents will be a key priority for this group.  This would also inform the LPSA Working Group, with the work/activities being driven by this agenda.
