LPSA Target 4: Home Safety
- To improve safety in the home (STAYWISE - Wiltshire Fire and Rescue Service)

Targets
- To reduce the number of accidental domestic fires by average of 13 per year over 3 years.
- To reduce the number of injuries (including precautionary checks) resulting from accidental fires in the home by average of 12 per year over 3 years.
- To reduce the number of both accidental and deliberate primary fires (excluding fires in 1. above) by average of 57 per year over 3 years.
- To reduce the number of both accidental and deliberate secondary fires by 51 per year over 3 years.
How and when targets are measured
Wiltshire Fire and Rescue Service collect and record data in a continual real time process. Target data is collated from the 'Asset Co' database. Targets are reported annually. Estimated year end result extrapolated from year to date performance. Data reported is not adjusted to account for 'seasonal' variations.
Progress planned at this stage
We are now commencing the third year of a three year project.
Progress achieved at this stage
- STAYWISE implemented and library of learning available to educationalists and schools. Follow up letters and publicity provided schools to promote and encourage use.
- The Service has achieved a reduction in all targets over the last two years.
Significant problems encountered/predicted
- Target 1: Still exceeded. Changes made to organisation with the introduction of Case and Relationship Managers.
- Target 2: Targets exceeded. Target includes precautionary checks which make up approximately 75% of the actual returns. Improved quality of reporting has increased returns.
- Target 3: Target achieved at this stage. Resources and messages still need to be applied consistently to prevent a continuing slow increase in this area. Case Managers to address issues as part of their role.
- Target 4: Target achieved to date. Continue with reduction measures.
Recovery actions in hand (where applicable)
Awareness programme being carried out to promote increased usage.
Introduction of Staywise messages being introduced into other schemes which educate children. Seeking to provide increased delivery in schools through education programme.
Further analysis of fire cause information and Station turnout area risk profiling to determine best locations and risk groups to target with available resources.
Introduction of Case and Relationship Managers.
Home Safety Check processes and education and publicity campaigns continuing.
External assistance required
Use of Staywise by schools.
Community Safety Partnerships, ASB panels and Neighbourhood policing to assist with reduction of antisocial behaviour causing setting of deliberate Secondary and Primary fires.
