BVPI 199a (litter and detritus) - Enhance cleanliness of land in authorities' control to 16.25% (year ending 31 March 2008).  Target achieved for 2006/07.  However, the performance for LPSA is to be measured from April 2007 to March 2008.

Public satisfaction with street scene to 46.5% (to be determined through People's Voice surver July 2008).  A joint County Council and District Councils communications strategy is currently underway to support the work being undertaken to improve public satisfaction.  

How and when targets are measured

In accordance with:

  • Audit Commission guidelines for BVPI 199a, measured every 4 months, and

  • Defra to use annual Peoples Voice survey.

Progress planned at this stage

No interim targets were set.

Progress achieved at this stage

BVPI 199a average performance improved from 26.25% to 13.33% representing an overall improvement of 12.92 percentage points during 2006/07.  All four District Councils have achieved their individual targets for BVPI 199a during 2006/07.

Significant problems encountered/predicted:

Consequences of the implementation of 'smoke free' legislation particularly any increase in smoking related litter during the year from April 2007 to March 2008 when performance for the LPSA will be measured.  

Recovery actions in hand (where applicable):

Work is being carried out with the Healthier Wiltshire project on Smoke Free Wiltshire.  

External assistance required:

Support from all partners on publicising messages that County and District Councils are working together to improve Wiltshire's street scene.  

Comments:

It is excellent news that the target has been achieved during 2006/07.  However, performance for the LPSA will be measured during the financial year 2007/08 so it is essential that performance is maintained, particularly in light of any increase in smoking related litter arising as a consequence of the implementation of smoke free legislation.
