What is a Direct Payment?

A Direct Payment is one way of meeting the assessed social care needs of families with a disabled child or young person. A direct payment is paid to the parents or carers instead of receiving care services delivered by the Council. Social workers are required to offer families a Direct Payment, as an alternative choice, if they are eligible for services.

A Direct Payment can give parents or carers choice, control, flexibility and more independence when arranging care. At the same time, parents may be taking on more responsibility. If, for example, a family wanted to use the Direct Payment to employ the services of a carer, then they take on the responsibilities of becoming an employer. Wilshire County Council contracts a support service which will support and advise parents, right from the start, if they wish to know more about Direct Payments, or any aspect of it.

Families can choose to have a Direct Payment to pay for some of their assessed needs and allow social workers to arrange the remaining care. This is a good way for the family to see if a Direct Payment is going to work for them.

The local authority will only make Direct Payments where a person has consented i.e. a person with parental responsibility for a child under 16, or a young person aged 16 or 17.

Young people over 16

Young people over the age of 16 who have been assessed as needing services have the option to request a Direct Payment in their own right and their own name, rather than that of the parent or other responsible adult. Parents are at liberty to help manage the young person’s package if that is necessary, but the money can also be managed by another responsible adult or by setting up a Trust.

What can a Direct Payment be used for?

A Direct Payment can be used for anything that meets the assessed need of the family. This may be the services of a carer, a child-minder, a sitter, assistance to enable the child to attend clubs and activities, holidays, short breaks away, help with domestic arrangements etc. Families are free to choose how best to use the money but the Council would want to be reassured that the payment is used to meet the assessed need.

Who can be employed to help families?

Families can choose someone they and their child know, or they can advertise for a person to help. They can also choose to pay a carer from an agency if they prefer. Family members are allowed to be employed to help, but not usually if they live in the same household. If families wanted to employ a close family member living in the same household, they would need special permission for this.

What should families do if they are interested in Direct Payments?

First of all, families will need to know if they are eligible for social care services so they need to contact their local children with disabilities social care team. If their child meets the threshold a social worker will undertake an assessment of the child and family. The social worker will advise what level of service they are entitled to provided they meet the eligibility criteria. Social workers should inform parents that they can choose to have a Direct Payment instead of receiving services arranged by the council and if they would like more information, the social worker will make a referral to the Direct Payments Support Service.

A Direct Payment Advisor will then visit the family to explain how the Direct Payment scheme in Wiltshire works and how they might use the payment for their benefit to meet their assessed needs.

If families are already receiving a service from social care they can ask to change to a Direct Payment arrangement. They can be given more information on the Direct Payment option, either by contacting their social worker for advice or accessing the Support Services website and follow the links.
