Summary of Service

The Emergency Planning Units main function is to produce and maintain emergency plans that enable the resources of the County and Districts Councils to be mobilised quickly and efficiently to mitigate the effects of a major incident.

Details of Service

The Plans are broken down into four broad areas:

  • Generic
  • Supporting
  • Site specific
  • Event specific

Generic Plans

Include: The Wiltshire County and Districts Major Incident Plan (CADMIP) which outlines the principles and procedures put in place to enable the County and Districts Councils to manage and mitigate the effects of emergencies occurring within the County. 

The Wiltshire and Swindon Local Resilience Forum (LRF) Major Incident Joint Procedures Guide (MIJPG) is the multi-agency document which brings together the operational procedures of the Local Resilience Forum (LRF) (external link) partner agencies.  

The Hazardous Materials Incident Guide, is a document similar to the (MIJPG) in that it has been developed by the LRF agencies working in partnership.   It covers the procedures of all partner agencies when dealing with an incident involving hazardous materials such as chemicals and radioactive substances.  It deals comprehensively with decontamination issues and has been critically examined since the September 11th attacks on the USA.

Supporting Plans

Cover a wide range of subjects, basically everything that is needed to support the local authority response and keep it running throughout the duration of a major incident.  These include the Community Risk Register and Risk Management Process, Extreme Weather Protocol, Warning and Informing Strategy and the Media Guide which are all produced jointly with LRF partner agencies.

All the above LRF documents are maintained jointly with LRF partner agencies to ensure a coordinated multi-agency response and are available on the Wiltshire Police website (external link).

Site Specific Plans

Are the plans that the Emergency Planning Unit write in order to meet the County Council's obligations under COMAH, MAHPSR and MACR regulations. They are drawn up in close cooperation with all other agencies involved with the sites. There are also a number of sites not covered by regulation, for which the Emergency Planning Unit has drawn up emergency plans.
