Local Highway Maintenance and Traffic Management

Background Information

  1. Prior to the commencement of the financial year the Director of Environmental Services will make available to all Members of the County Council an Annual Information Pack relating to each Community Area in their electoral division.
  2. The Annual Information Pack will contain:
    1. Basic highway statistics and inventory data.
    2. CLARENCE call analysis for the preceding year.
    3. Routine Maintenance and Highway Schemes (including Structural Maintenance Traffic Management and Passenger Transport Schemes) undertaken in the preceding year.
    4. Programme of Highway Schemes (including Structural Maintenance, Traffic Management and Passenger Transport Schemes) for the New Financial Year.
    5. Contact names and telephone numbers for each Community Area.
  3. The Annual Information Pack will be supplemented and updated at quarterly intervals during the year by means of a newsletter to Members.
  4. It is not possible to include in the Annual Information Pack details of all works on the highway (Street Works) by any one of the 300 utility companies that have statutory powers to do so.
  5. A Street Works Register is updated weekly by the County Council and may be referred to by Members to identify an organisation responsible for a particular set of road works. This information is circulated weekly to all Members in the Road Works Report.

Highway Scheme Development

(Including Structural Maintenance, Bridge Maintenance, Traffic Management and Passenger Transport Schemes)

  1. The development and implementation of Highway Schemes involves consultation with many interested parties. The list of consultees will vary from scheme to scheme depending on the nature of the project. Consultees could include elected members from all tiers; emergency services; officers from all tiers; community groups; frontagers; business interests; disabled groups; and many others. Some traffic schemes require the formal advertisement of Traffic Regulation Orders.
  2. As a minimum, consultation will take place with the relevant Town or Parish Council, County Councillor and Divisional Highways Manager before the design of Highway Schemes is finalised and before works commence. The County Council's emerging Consultation Strategy will be followed. Copies of correspondence with Town or Parish Councils will be forwarded to the local Member for information.
  3. Each Highway Scheme will have an identified (by name) Project Manager (usually a Ringway Parkman employee) and an Environmental Services Department Client Manager.
