Minerals and Waste – Submission Draft Document

Wiltshire County and Swindon Borough Council (“the Councils”) published 'Issues and Options' Reports for consultation in late 2005 and this was followed by a further round of consultation on 'Preferred Options' in the summer of 2006. This set out draft policy direction to govern minerals and waste development over the next 20 years. A ‘Revised Preferred Options’ round of consultation was carried out in the spring of 2007 to address a range of comments and fundamental issues of ‘soundness’ that arose at the ‘Preferred Options’ stage

In March of 2008 the Submission Draft - Minerals and Waste Core Strategies were submitted to the Secretary of State in order to commence the formal examination phase of work.  The documents were then published for one final round of public consultation running from Monday 31 March to 5.00pm Wednesday 14 May 2008.

Minerals and Waste Evidence Base

The Evidence Base provides an up-to-date understanding of the issues and factors contributing to, and determining, the future planning direction for Wiltshire.

Regulation 28 Statements of Consultation.

In accordance with Regulation 28 of The Town and Country Planning (Local Development) (England) Regulations 2004, Local Planning Authorities (LPAs) are required to prepare ‘Statements of Consultation’.  These documents set out how the Councils undertook consultation activity (which bodies and groups were consulted and how they were consulted), along with a summary of the main issues raised and how these issues have been addressed through the process of plan making.

Regulation 31 Statements of Consultation

The Regulation 31 Statements have been prepared to inform the Independent Examination for the Minerals and the Waste Core Strategy Development Plan Documents (DPD).

For the purpose of Regulation 31(2) of the Town and Country Planning

(Local Development) (England) Regulations 2004, the statements set out:

  • The bodies consulted pursuant to consultation on the submitted DPD (Regulation 28);
  • How these bodies and any others were consulted;
  • The total number of representations made; and
  • A summary of the main issues raised in those representations.

Conformity with the Regional Spatial Strategy

The Councils are obliged to make a request to the Regional Planning Body (the South West Regional Assembly) seeking an opinion as to whether the submitted Minerals and Waste Core Strategies are in general conformity with the policies of the Regional Spatial Strategy.

Sustainability Appraisal/Strategic Environmental Assessment

To support the policies and proposals set out within the Submission draft Minerals and Waste Core Strategy DPDs, the Councils have also published a series of Sustainability Appraisal Reports (incorporating the requirements of Strategic Environmental Assessment).

Comments are invited on all aspects of the draft Sustainability Appraisal documents within the time-frame period set out below.

Submission Consultation Arrangements

A final period of public consultation from Monday 31 March to Wednesday 14 May 2008 will now follow to allow all those with an interest in the Submitted Minerals and Waste Core Strategy DPDs to make formal representations.

All comments raised during the consultation period will be summarised and sent along with copies of the returned representation forms to the Inspector who will be appointed to examine the Wiltshire and Swindon Minerals and Waste Core Strategy DPDs.  Only those whose representations are received within the consultation period Monday 31 March to Wednesday 14 May 2008 will have a right to have their representations considered.
