The Councils' published 'Issues and Options' Reports for consultation in late 2005. This was followed by a further round of consultation on 'Preferred Options' in the summer of 2006, setting out draft policy direction to govern minerals and waste development over the next 20 years.
The purpose of this additional formal round of Revised Preferred Options consultation was to address a range of comments and fundamental issues of 'soundness' prior to entering the final phase of development plan document preparation and the submission stage.

To support the publication of these draft minerals and waste policy documents, the County and Borough Councils also published a series of draft Sustainability Appraisal Reports (incorporating the requirements of Strategic Environmental Assessment).
Each ‘Revised Preferred Options’ Report is supported by a draft Sustainability Appraisal Report that aims to both appraise the acceptability of the draft policies as well as help steer the preparation of the final ‘Submission’ draft development plan documents. Comments were invited on all aspects of the draft Sustainability Appraisal documents within the time-frame period set out below.
A formal six week period of consultation on all the documents (Revised Preferred Options Reports and Sustainability Appraisal Reports) produced ran from Friday 3rd August 2007 until Friday 14th September 2007. Each Revised Preferred Option Report was accompanied by a standard Response Form which could either be completed and posted or completed and submitted on-line. All comments received within the consultation period were acknowledged, processed and used to inform the preparation of the final ‘Submission’ draft Development Plan Documents and Sustainability Appraisal Reports.
The documents published for consultation were available from County Hall, the Borough Council’s offices, offices of the District Councils in Wiltshire and all libraries in Wiltshire and Swindon. Alternatively, copies were made available for free by telephoning 01225 713429.
