Adopted WLP - Background
The Adopted Waste Local Plan
The Town and Country Planning Act 1990 (as amended by the Planning and
Compensation Act 1991) required all Waste Planning Authorities (WPA's) to prepare a Waste Local Plan.
Wiltshire County Council and Swindon Borough Council (as WPA's) have jointly preparing their Adopted
Waste Local Plan.
The WLP was formally adopted by both authorities in March 2005 and is
now available in both printed and CD Rom formats, as well as on this website. For details of how to

Following an initial brief published in 1994, work on Wiltshire and
Swindon’s first waste local plan began in 1999, marking the beginning of a 5 year preparation process,
including:
- An extensive Issues and options consultation period in late 1999/ early
2000:
- A number of meetings of the WLP stakeholder Forum between 2000 and 2001 to inform the
preparation of the draft WLP policies and proposals;
- Publication and public consultation on the First Deposit Draft WLP in Autumn/ Winter 2001;
- Publication and public consultation on a Revised Deposit Draft WLP in Autumn 2002 and
the submission of the WLP to the Secretary of State;
- A Public Local Inquiry into approximately 2000 outstanding objections to the WLP held
in spring/ summer 2003;
- An assessment of the Inquiry Inspectors report to the WPAs outlining those areas of the
WLP that should be modified to take account of all relevant aspects of planning policy, waste legislation
and public comment;
- A detailed modifications process in which approximately 150 modifications and corrections
were made as part of the preparation of the Adopted WLP; and
- The formal adoption of the WLP by Wiltshire County Council and Swindon Borough Council
in March 2005.

What does the Adopted WLP do?
The WLP is now a statutory element of the development Plan for Wiltshire
and Swindon (also made up of the Wiltshire Structure Plan; the Wiltshire and Swindon Minerals Local
Plan; and the Borough and District Local Plans) and will be relevant to all waste related development
proposals. The WLP sets out the waste planning framework for Wiltshire and Swindon for the period to
2011 and contains 24 policies covering:
- The provision of sustainable, necessary waste development (Policies 1 &
2);
- The provision of Preferred Areas for waste management development (Policies 3 & 4);
- The safeguarding of waste management sites (Policy 5);
- Controlling the impacts of waste management development (Policies 6, 7 & 8);
- Waste minimisation and waste audits (Policies 9 & 10);
- Recovery of waste (including recycling, composting & energy from waste)(Policies 11–18);
- The disposal of waste (Policies 19 - 22);
- Provisions for the management of hazardous and clinical wastes (Policy 23); and
- The development of waste water treatment facilities (Policy 24).
The
WLP also includes 27 Preferred Area allocations to encourage appropriate future planning applications
for waste management development to be made for a range of strategic and local scale waste management
facilities. Of these allocations 9 are for strategic waste development, including 2 locations that have
the potential to accommodate energy from waste development, and 18 have the potential to accommodate
local scale waste recycling, composting and transfer uses. There are no Preferred areas identified for
additional landfill or landraise.
These allocations are dispersed across the County and the Borough as
follows:
- Kennet District - 4 local preferred area allocations;
- North Wiltshire District - 4 strategic and 2 local preferred area allocations;
- Salisbury District - 1 strategic and 4 local preferred area allocations;
- Swindon Borough - 1 strategic and 1 local preferred area allocation; and
- West Wiltshire District - 2 strategic and 5 local preferred area allocations.
The
WLP is also applicable to a range of other development determined by the Wiltshire and Swindon Local
Planning Authorities, such as housing, retail, schools, roads and business, by virtue of WLP Policies
10 and 14 requiring the auditing of waste arising through demolition and construction and the provision
of recycling and composting facilities for occupiers of new developments.
All Change for Waste Planning Policy
In 2004 the Government gave royal assent to the Planning and Compulsory
Purchase Act 2004, which significantly alters the process of preparing planning policy, including waste
planning policy. The system of WLP preparation previously undertaken has been superseded by a new process
of creating a Minerals and Waste Development Framework, which will include waste planning policy as
Waste Development Documents, that is intended to be more efficient, inclusive and accessible and that
is subject to more rigorous testing. Further details of the Act and the new planning system can be found
