Supplementary Planning Guidance for Waste Audits (Policy 10) & Provision for Recycling in New & Refurbished Developments (Policy 14)
This Supplementary Planning Guidance (SPG) was adopted by Wiltshire County Council and Swindon Borough Council in March 2005, at the same time as the adoption of the Waste Local Plan (WLP).
The SPG provides advice to applicants for planning permission about how to comply with Policy 10 of the Waste Local Plan, by carrying out audits of waste generated by their development proposals. The guidance emphasises the need to minimise, re-use and recycle waste. Similarly, applicants are advised about how to comply with Policy 14, by incorporating facilities to encourage recycling of waste by the occupiers of their proposed developments.
These two policies apply to all forms of development, subject to thresholds to exclude relatively minor schemes.
In July 2004 Officers working on the WLP presented a report to the Cabinets of the County and Borough Councils outlining the public consultation processes undertaken I the preparation of the SPG and to ask that Cabinet Members recommend that both Councils formally adopt the SPG when the final WLP is also adopted. This process was carried out in accordance with the Government’s Planning Policy Guidance note (PPG) 12 (paragraph 3.16) and the report and its appendices hereby constitute the Local Authorities’ Statement of Consultation on the SPG, as required by this Government guidance.
