The Planning and Compulsory Purchase Act (2004) introduced an entirely new arrangement for preparing and robustly appraising forward planning documents with the primary intention of making a significant contribution to furthering the aim of sustainable development.
The Government defines Sustainable Development as:
Wiltshire County Council in partnership with Swindon Borough Council is in the process of producing a suite of Local Development Documents that will form the Wiltshire and Swindon Minerals & Waste Development Framework.
To ensure that policies and proposals in the Minerals & Waste Development Framework contribute to sustainable development, the County and Borough Councils are in the process of carrying out Sustainability Appraisal (SA), incorporating the requirements of the EU Directive on Strategic Environmental Assessment (SEA), on emerging Local Development Documents. This will allow the Councils to assess and mitigate the potential impacts that the Councils’ policies could have on the environment and aid the preparation of plans that promote sustainable forms of development.
To assist the process of appraising the documents that will form the Minerals & Waste Development Framework, the County and Borough Councils have engaged the Transport Research Laboratory (TRL) and the Centre for Sustainability (C4S) to advise on delivering SA / SEA of our plans.
The contract with TRL and C4S is projected to run for approximately three years and will incorporate the SEA of Wiltshire County Council’s Second Local Transport Plan.
The final Sustainability Appraisal report (incorporating the SEA Environmental Report) must be submitted to the Secretary of State as part of the examination of the 'soundness' of the Council's Development Plan Documents.
The appraisal teams have also prepared revised sustainability appraisal reports for the Revised Preferred Options Minerals Core Strategy and Revised Preferred Options Waste Core Strategy. The SA/SEA reports are available by viewing the links below :
Since the publication of the Scoping Reports, the appraisal teams have prepared and delivered draft SA / SEA Reports for consultation. The documents listed below set out details of the appraisal of each of the Minerals and Waste Preferred Options Reports.

As required by Regulations, comments were invited on any aspect of the draft appraisal documents. The formal 6 week consultation period ran from Monday 26 June to Monday 7 August 2006.
The first phase of establishing the scope of the combined Sustainability Appraisal and Strategic Environmental Assessment of the Wiltshire and Swindon Waste Development Documents has resulted in the production of the following documents:
