This page will provide details of the examination arrangements, key dates and links to all the relevant documents that should be read in conjunction with the examination procedure and will be updated regularly.
In March 2008, Wiltshire County Council and Swindon Borough Council submitted the draft Waste Core Strategy (pdf 3009Kb)
alongside a number of supporting documents. The consultation period on the Submission draft document ran between 31st March and 14th May 2008.
For the purpose of Regulation 31(2) of the Town and Country Planning (Local Development) (England) Regulations 2004 the Councils have published a supporting Regulation 31 statement (pdf 1784Kb)
detailing the consultation undertaken, and the representations received, as part of the submission stage of the Waste Core Strategy.
A Government Planning Inspector, (Sue Holland MA, DipTP, MRTPI, DipPollCON), has been appointed to undertake an independent examination into the soundness of the Waste Core Strategy. The role of the Inspector is to consider whether the Wiltshire County and Swindon Waste Core Strategy meets the requirements of the Planning and Compulsory Purchase Act 2004 and the associated Regulations. The Inspector will also determine whether it satisfies the nine tests of soundness as set out in the relevant Government guidance on Local Development Frameworks (PPS12) in paragraphs 4.23 and 4.24. The presumption of PPS12 is that a development plan document is sound unless “it is shown to be otherwise as a result of evidence considered at the Examination”. Following the closure of the Examination, the Inspector will prepare a report with precise recommendations that will be binding for the Councils.
The Inspector will take into account the representations submitted on the Waste Core Strategy and further representations invited on the list of Main Matters for the Examination. The Inspector has identified the need to hold a series of informal, ‘round table’ hearing sessions to assist with her consideration of the submitted Waste Core Strategy. The hearing sessions will provide an opportunity for people to present their case in front of the Inspector on issues of soundness. Arrangements have been made for the hearing sessions to be held in Trowbridge on the prescribed dates.
The Examination hearing sessions will be held in the Chapman’s Building at County Hall (Library & Heritage HQ) in Trowbridge over a three week period commencing on 7th October 2008. Details of how to find the Chapman’s Building can be found here.
The Programme Officer, Mr Ian Kemp, is not a County or Borough Council employee and acts independently on behalf of the Inspector to organise and manage the administrative and procedural matters of the examination process.
The Programme Officer acts as the contact point for any person who has made representations at the submission stage of the Waste Core Strategy and acts as a liaison between the Councils, examination participants and the Inspector. He is the first point of contact for any questions relating to timetabling or procedural matters and all statements will be submitted through him. Any matters that anyone wishes to raise with the Inspector should be raised via the Programme Officer.

Immediately prior to and during the examination period, Mr Ian Kemp will be based in the Core Strategy Examination Programme Room in the Chapman’s Building at County Hall in Trowbridge.
The main purpose of the Pre-Examination Meeting (PEM) was to explain and discuss the procedure for the hearing sessions and how they will be managed. The PEM provided an opportunity for any other procedural queries to be raised with the Inspector. Please note however the PEM will not consider the merits of any individual cases and will be purely procedural.
The Waste Core Strategy PEM was held on Wednesday 16th July in Wiltshire County Council’s Committee Room 5, Bythesea Road, Trowbridge, Wiltshire, BA14 8JN, commencing at 10.00am.

To assist with the process of examining the submitted Waste Core Strategy, the Councils have drawn up a list of the documents relied upon during the preparatory phases of work - the Core Documents Library (pdf 245Kb)
. This list will be kept under review as Statements of Evidence are prepared for the forthcoming hearing sessions in October.
