Wiltshire County Council and Swindon Borough Council are the responsible authorities (Waste Planning Authorities - WPA's) for all aspects of land use planning relating to waste planning in Wiltshire and Swindon. This includes the formulation of policies, determining planning applications and the enforcement of planning control.
Matters relating to waste planning policy and the control of waste development are principally governed by the Town and Country Planning Act 1990, the Town and Country Planning Act 1991, the Environment Act 1995 and the new Planning and Compulsory Purchase Act 2004. With respect to policy matters, Wiltshire County Council and Swindon Borough Council benefit from having an Adopted Waste Local Plan.
The planning system as we knew it has changed. September 2004 saw the commencement of the Planning and Compulsory Purchase Act and the introduction of a completely new approach to plan making. We are currently working on a series of new documents called the Waste Local Development Documents (WDDs) that will form the Local Development Framework (LDF). All documents that form part of the Development Plan are required to produce Sustainability Appraisals (incorporating the provisions of the Strategic Environmental Assessment Directive).

The Planning and Compulsory Purchase Act 2004 requires planning authorities to produce a project plan governing when plans will be produced. This document is called the Wiltshire Minerals and Waste Development Scheme.
