Salisbury District Council and Wiltshire Highways have embarked on a pilot project aimed at building on the excellent work already being carried out by the parish stewards and increasing and promoting the sense of ownership and influence on local services by parish councils. The parish steward scheme has earned glowing reviews from parish councils and the public alike and eleven parishes in South Wiltshire will now have access to the full extent of the district council’s resources on the same scheduled visit as the parish steward.
Salisbury District Council can carry out a range of works aimed at improving local environmental quality including mechanical pavement and road sweeping; hand sweeping; graffiti removal; fly tipping removal and litter picking and can also assist the parish steward in his work by collecting waste left over by his activities which he would otherwise be unable to remove, as well as providing other general support.
In order to make this scheme as easy and workable as possible for parish councils, all works are reported via a street scene coordinator - appointed by the parish council - through the same process as the work for the parish steward. Wiltshire Highways will then liaise with the district council and the two authorities will coordinate their efforts accordingly.
It seems logical that parish councils are in the best position to identify the issues which are having a real impact upon the local community, and we see this as the ideal opportunity for them to guide us in this respect. With resources from both the district and county council available, the parish council should be able to rectify the majority of street scene issues with one phone call or e-mail. This scheme will also promote the development of a relationship between the parish council and district council operational staff, as many parishes have already done to excellent affect with the parish stewards.
Any work carried out in this scheme is in addition to scheduled works already carried out in the parish, and is not intended to replace the existing service wholly or in part. The parishes involved in the scheme are: Ansty; Dinton; Donhead St Andrew; Donhead St Mary; Chilmark; Fovant; Hindon; Stapleford; Sutton Mandeville; Swallowcliffe and Teffont.

To help raise awareness of the work that is carried out by the Street Scene partnership, the district councils joined forces with the county council to celebrate Valentine’s Day with some special clean up exercises.
One major area in need of a bit of TLC in north Wiltshire was the public footpath under the railway line in Bath Road, Chippenham. The team removed graffiti, collected litter and swept roads in the vicinity.
Kennet residents were encouraged to love their environment when the Street Scene team got together to undertake one of the biggest clean up operations of the year. Hot spots were targeted, and the crews swept streets, removed graffiti, picked up rubbish and cleaned road signs.
Lover was the appropriately-named place for the teams to be in the Salisbury area. Local residents were encouraged to love Wiltshire with a major effort to tidy up the village where many people send their Valentine sweetheart a specially stamped card. Work in Lover included cleaning culverts, clearing footpaths, collecting litter and sweeping the streets.
With all of these team efforts, the district council cleansing teams worked closely with the county council’s parish steward teams.

CAEN Hill and Hopton dual carriageway in Devizes are now much more pleasant roads to drive along thanks to some partnership working.
Wiltshire County Council and Kennet District Council joined forces to carry out maintenance and cleansing work along these stretches of Wiltshire’s highways.
On Wednesday, November 28 workers from both councils tidied and improved the dual carriageway and the surrounding areas.
During the day of intensive work the grass was cut, drains cleared, verges tidied, litter removed, the road was swept and hedges were trimmed.
Because representatives of both councils were present at the same time, any delays to the travelling public were greatly reduced. At least one carriageway in each direction was kept open at all times.
Peter Hanson, Wiltshire County Council’s divisional highways manager for the south and east of Wiltshire, said: “Working in this way has not only reduced the amount of disruption caused to the users of this road, it has also made the road more aesthetically pleasing in a short space of time.”
It is anticipated that, where possible, this type of working will be common place on Wiltshire’s roads in future as part of the project to improve Wiltshire’s Street Scene.
Street Scene is a partnership service that is seeking to address concerns identified by Wiltshire’s residents about the cleanliness and maintenance of streets and rural lanes.
Through the People’s Voice surveys, the residents of Wiltshire have said they want cleaner streets and safer neighbourhoods. Kennet, North Wiltshire, Salisbury and West Wiltshire district councils have joined forces with Wiltshire County Council and other agencies to help make it happen.

The Wiltshire Community Safety Partnerships are holding a ‘weeks of action’ event to raise community awareness of what activities are in place to help tackle anti-social behaviour as well as targeting specific problems that have been identified through the People’s Voice survey. This particular ‘Week of Action’ is being run from 22 October to 9 November 2007 and there will be various events held around Wiltshire, sponsored by the Safer Wiltshire Partnerships to help reduce anti-social behaviour and increase reassurance.
A whole host of organisations are joining forces locally to hold these events, including the District Councils, Wiltshire County Council, Wiltshire Police and Wiltshire Fire and Rescue Service.

The Wiltshire Community Safety Partnerships are in the process of organising ‘Weeks of Action’ in various locations across the county during October and November. These weeks are designed to raise community awareness of what activities are in place to help tackle anti-social behaviour as well as targeting specific problems.
These weeks also give us an opportunity to carry out intensive environmental clean ups of specific areas including graffiti, fly-tipping and abandoned vehicle removal and promotion of recycling.
During the weeks we will be offering free home safety and fire checks and in addition we will be organising a variety of activities for all ages; some for specific ages, other mixed generation.
There are many organisations that already offer help and support and these will be widely promoted during the weeks. Further information, when available, will be put on the County Council website and in the local press, so please keep checking.
People in Calne are being urged to get involved in cleaning up litter and graffiti hotspots as part of a community action week to 'Cheer up, Clear up, Clean up Calne'.The week of action has five themed days which have been organised by North Wiltshire Community Safety Partnership.
The partnership is made up of North Wiltshire District Council, Wiltshire County Council, Wiltshire Primary Care Trust, Wiltshire Fire and Rescue Service, Wiltshire Police and Wiltshire Police Authority These agencies work with the Probation Service, and a range of other partner agencies including in the voluntary and community sector.
Each day will focus on a different aspect of life in Calne. Local people are being asked to join in and play their part. Ian Whiteway, the partnership anti-social behaviour reduction officer is encouraging people to lend a hand for just ten minutes on Tuesday 21st August, he says '10 minutes at 2 p.m. is all I am asking for. If we all cleaned up a small part of our town we can make a big difference. We have a whole week of activities which everyone can benefit from and we hope to really make a difference in Calne'.
The five days will focus on the following themes:

Tuesday 21st August : Clean up day
Wednesday 22nd August : Community day
Thursday 23rd August : Environmental day
Friday 24th August : Community Safety and Awareness day.
The idea of the event is to get council workers, fire and police officers along with other members of the local community, including housing associations, shops, businesses and community groups, to join forces to clean up areas in the town, some of which are associated with anti-social behaviour. Work will include graffiti and rubbish removal, but the emphasis in also on having fun. There will be more light hearted activities on offer including a skating rink, climbing wall, sport activities, art and craft projects and dance events, providing something for all ages. On the Monday, 'Health and Wellbeing day', there are lots of events taking place in the town hall.
All agencies in the Community Safety Partnership are working together to make the town a safer and cleaner place to live, but this will only be possible with the support of the local community. This is the first in a series of community action weeks designed to get people involved and re-establish their pride in the area they live.

The BVPI 199 is the measure used by the Government for inspecting the cleanliness of our streets. Within Wiltshire each district has been set a target to improve their street cleaning performance plus an overall target for the County.
To date each District has contributed by sharing best practice with each other, working smarter, revisiting road cleaning schedules and training staff to improve standards and we are on track to achieve those targets.
An additional benefit has been the district operation managers working closely with the divisional Highways Managers to co-ordinate some of their work e.g.
Gully emptying schedules are circulated to the districts.
Parish Steward rota’s are circulated to the districts to enable co-ordination of work.
Weed control in urban and rural areas has been reorganised by the district and county and although this is still under review it is hoped to improve performance and reduce the number of complaints.
Leaf clearance for the autumn has already been discussed.
Closure Orders for Street Works are being circulated to the Districts in advance to enable cleansing functions to be scheduled in and co ordinated at the same time.
Regular meetings are being held between District and Highways managers both as a group and as individuals in each area.
Improving public satisfaction is our next target and work has already begun with the Districts and the public on communicating what street scene is about and what we hope to achieve.
The operations managers have also become involved in other areas of street scene such as Anti social behaviour and Smokefree Wiltshire, we will continue to keep you updated on this work through this page.
