About this service

Wiltshire Council has inherited the Local Plans produced by the former district councils in Wiltshire. These are still relevant after 1 April, 2009. The policies contained within these documents currently form part of the development plan for Wiltshire and will remain in place until replaced by policies in new Development Plan Documents (DPD), particularly the Wiltshire Core Strategy. They will be used to inform decisions on planning applications. The application of these policies will be based on the previous administrative boundaries to which they originally related.

North

North Wiltshire Local Plan 2011

The North Wiltshire District Local Plan 2011 was adopted on 27th June 2006.  An interaction version of the Local Plan 2011 can be accessed below.

The Written Statement and Proposals Maps have both been produced as interactive and PDF versions. Warning: The PDF files of the Proposals Maps are large and may be slow to open.

The policies of the North Wiltshire Local Plan 2011 are still relevant and applicable to planning applications within the geographical area of the former North Wiltshire District Council.

Saved Policies - June 2009

The Secretary of State has issued his direction on the North Wiltshire Local Plan 2011 and which policies can be 'saved' beyond 27th June 2009. The saved policies of the Local Plan will remain relevant unless superseded by national guidance and until the adoption of a Core strategy Development Plan Document for the new Wiltshire Council. The list of saved policies can be downloaded below.

As from 27th June 2009, the following polices are not saved:

  • Policy NE2 - The Swindon Rural Buffer
  • Policy NE3 - Local Rural Buffers
  • Policy NE21- Development in Flood Risk Areas
  • Policy NE22 - Surface Water Run-off
  • Policy NE23 - Watercourses
  • Policy T6 - Freight
  • Policy BD8 - Telecommunications
  • Policy TM1 - General Policy For Tourism

Salisbury District Local Plan 2011

The Salisbury District Local Plan 2011 was adopted in June 2003. In September 2007, most of the policies were 'saved'. They will remain in place until replaced by policies in new DPDs, particularly the Wiltshire Core Strategy.

Kennet Local Plan 2011

The Kennet Local Plan 2011 was adopted in June 2004. Certain policies were 'saved' on 26 September 2007. They will remain in place until replaced by policies in new DPDs, particularly the Wiltshire Core Strategy.

Background

This document is the second district-wide local plan to be adopted by Kennet District Council. It contains the local planning authority's policies and proposals for the development and use of land and will guide development and investment within the District up to the year 2011. The adopted Kennet Local Plan has full statutory status and supersedes all previous local plans in the District.

The local plan was prepared in accordance with the Planning and Compensation Act 1991 and all current Government advice, including Planning Policy Guidance Notes (PPGs) (External link) and Planning Policy Statements (External link). The Plan is also in general conformity with the adopted Wiltshire Structure Plan (External link) and Regional Planning Guidance for the South West (RPG 10).

A statutory local plan carries considerable weight. Section 54A of the Town and Country Planning Act 1990 states:-

"..where, in making any determination under the planning Acts, regard is to be had to the development plan, the determination shall be made in accordance with the plan unless material considerations indicate otherwise."

Essentially this means that an applicant who proposes a development which is clearly in conflict with the development plan will need to demonstrate why the plan should not prevail.

Saved Policies

The adopted Kennet Local Plan is a “saved plan” until September 2007, under the provisions of the legislation.  As the Core Strategy is not anticipated to be adopted until 2010, the Secretary of State has agreed to save key policies of the local plan for a further period of time up to the Core Strategy’s adoption. A list of the ‘saved’ policies, agreed by the Secretary of State, can be downloaded below.

West Wiltshire District Plan First Alteration (2004)

The West Wiltshire District Plan was adopted in June 2004. In September 2007, most of the policies were 'saved'. They will remain in place until replaced by policies in new DPDs, particularly the Wiltshire Core Strategy.

The West Wiltshire District Plan 1st Alteration (2004) replaced the original West Wiltshire District Plan (1996), which itself replaced individual plans for each of the five market towns.
