Supplementary planning guidance/ documents

A number of Supplementary Planning Documents (SPDs) were produced by the former District Councils that support policies within their respective Local Plans. Some were prepared before September 2004 and are referred to as Supplementary Planning Guidance (SPG). These are available to download by selecting the relevant tab on the box below.

Minerals and Waste

Supplementary Planning Guidance (SPG) for Waste Audits (Policy 10) and Provision for Recycling in New and Refurbished Developments (Policy 14) was adopted by the former Wiltshire County Council and Swindon Borough Council in March 2005, at the same time as the adoption of the Waste Local Plan (WLP).

The SPG provides advice to applicants for planning permission about how to comply with Policy 10 of the Waste Local Plan, by carrying out audits of waste generated by their development proposals. The guidance emphasises the need to minimise, re-use and recycle waste. Similarly, applicants are advised about how to comply with Policy 14, by incorporating facilities to encourage recycling of waste by the occupiers of their proposed developments.

These two policies apply to all forms of development, subject to thresholds to exclude relatively minor schemes.

In July 2004, officers working on the WLP presented a report to the Cabinets of the former Wiltshire County Council and Swindon Borough Council outlining the public consultation processes undertaken in the preparation of the SPG and to ask that Cabinet Members recommend that both Councils formally adopt the SPG when the final WLP is also adopted. This process was carried out in accordance with the Government’s Planning Policy Guidance note (PPG) 12 (paragraph 3.16) and the report and its appendices hereby constitute the Local Authorities’ Statement of Consultation on the SPG, as required by this Government guidance.

A Playing Pitch Strategy for North Wiltshire

(Adopted 2001)

The Playing Pitch Strategy gives a comprehensive picture of the current pitch provision for the sports of football, rugby, cricket and hockey, as well as providing as assessment of demand for these activities. Two methodologies have been used – the National Playing Field Association’s Six Acre Standard and the Playing Pitch Methodology.  The outcome is that we are able to determine deficiencies or surplus for each sport in each community area.  The general view is that there is a deficiency for most of the sports in most areas.

North Wiltshire Open Space Study

(Adopted 2004)

This Study provides an effective tool to allow planning of future provision of open space. It also provides a quantitative and qualitative audit of existing provision of open space in the North Wiltshire area so as to identify surplus or deficit of provision and to allow better management of that open space.

North Wiltshire Draft Open Space SPD

This guidance seeks to provide further clarity on the existing Open Space Policies C2, CF2 and CF3 of the North Wiltshire Local Plan 2011. A six-week consultation period ran from 12th October 2007 until 23rd November 2007.

As the Draft Open Space SPD is unlikely to have any significant environmental, social or economic effects, it was determined that a Sustainability Appraisal for the draft Open Space SPD is not required under Article 3.4 of the SEA Directive.

Revised Affordable Housing SPG

(Adopted April 2008)

North Wiltshire District Council adopted an Affordable Housing Supplementary Planning Document (SPD) in August 2007. However, in response to the difficulty experienced in securing off-site contributions from dwelling and odd number developments in rural areas this SPD was revised.  

The Revised Affordable Housing SPD was published on the 23rd November 2007.  This revision was subject to an eight week publication consultation and was duly ratified at the Council’s Executive Committee on the 13th March 2008.  The revision introduces a flat fee of £26,000 for off-site contributions on single dwelling and developments where there is an odd dwelling in rural areas.

Affordable Housing SPD (August 2007)

The North Wiltshire Affordable Housing SPD was adopted on 3rd August 2007 as part of North Wiltshire’s Local Development Framework (LDF).  This SPD provides further clarity on the Affordable Housing Policies (H5, H6 and H7) of the North Wiltshire Local Plan 2011.

Draft Affordable Housing SPD

The Draft Affordable Housing SPD went out for public consultation for a period of six weeks from 31st January 2007 to 14th March 2007.This guidance seeks to provide further clarity on the District Council’s existing affordable housing policies H5, H6 and H7 of the North Wiltshire Local Plan 2011.

This guidance seeks to provide further clarity on the District Council’s existing Sustainable Development Policy C1 of the North Wiltshire Local Plan 2011. A six week consultation period ran from 12th October 2007 until 23rd November 2007.

Affordable Housing SPG

(Adopted September 2004)

The Supplementary Planning guidance explains:

  • the policies that will be used to secure affordable homes as part of appropriate development schemes
  • the policies that aim to encourage local community housing solutions
  • the 'one for one' affordable homes policy for the New Forest Heritage Area

The guidance also includes information for developers. There is a section on matters that need to be considered during applications and negotiations for housing schemes.

The document was published for consultation in February 2004 for a period of six weeks and formally approved by Salisbury District Council as Supplementary Planning Guidance on 15 September 2004.

Achieving Sustainable Development SPG

(Adopted April 2005)

The Supplementary Planning Guidance applies to most planning applications, although is not necessarily relevant for very small-scale proposals (such as small house extensions). Large or "Major" applications (more than 9 houses) will be expected to cover sustainable devlopment issues in greater depth than this guidance.

The Supplementary Planning Guidance is in the form of guidance notes and a simple assessment method. The guidance will help planning applicants to consider how their development proposals will affect the environment, the economy and the community.

The guidance will help applicants understand sustainability objectives in the Salisbury District Local Plan.

The simple assessment method is not a mandatory part of your planning application. An application will not be refused solely because the guidance has not been used. Using the guidance, however, will help to ensure that sustainable development objectives are covered in your development proposals.

The guidance was published for consultation in January 2005. After considering the responses and making amendments where necessary, it was formally approved by Salisbury District Council's Cabinet in April 2005.

Creating Places Design Guide SPG

(Adopted April 2006)

The importance of placing good design at the heart of all new development is increasingly being recognised and reinforced. Salisbury District Council produced this guide to advise people on design for all developments, whether they be large housing estates, commercial premises or small extensions.

This guide will assist anyone involved in the planning and design process. It will help them know what makes a successful development and what should be covered within their proposals.

Creating Places was formally adopted as Supplementary Planning Guidance at a Full Cabinet meeting of Salisbury District Council on 5 April 2006 following a full public consultation exercise.

Kennet Landscape Conservation Strategy

(Adopted June 2001, May 2005)

In 1998 The Council commissioned a Landscape Character Assessment of the District. The Landscape Character Assessment identified eleven different landscape character areas within the District. The Kennet Landscape Conservation Strategy (pdf, 899 KB) provides detailed information of the landscape enhancement priorities for each of the different character areas in Kennet. It also supports and provides further detail in relation to the interpretation and implementation of the landscape quality and character policies contained in the Kennet Local Plan 2011, which was adopted in April 2004.

Community Benefits from Planning

(Adopted March 2005)

Community Benefits from Planning' provides supplementary information on how the council is seeking to deliver several policies in the Kennet Local Plan 2011 in relation to social and community infrastructure. The topics covered are education, recreation, community buildings and public art. The guidance provides relevant detail to help with the implementation of current policy and does not seek to change or re-interpret the policy framework.

Devizes Town Centre Design Code

(Adopted June 2007)

The design code was prepared as part of the process for producing a Devizes Town Centre Area Action Plan (AAP) and was intended to form part of that local development document. However, a revised programme (Second revision to the Kennet Local Development Scheme, 2007) for preparing the AAP delayed its adoption. Since pressure for development on key sites in the town centre was likely to arise before an AAP could have been adopted, Kennet District Council took the decision to adopt the design code in advance of an APP for the purposes of development control.

Renewable Energy - Interim Policy Statement

(Approved September 2007)

The Planning Policies Executive Committee of Kennet District Council approved an interim policy on renewable energy for the purposes of development control at a meeting held on 20th September 2007.

Essentially, the policy requires larger-scale developments to provide, as minimum, sufficient on-site renewable energy to reduce C02 emissions from energy use by users of the buildings constructed on site by 10%. Thresholds are set to determine what is meant by a larger scale development, and these are 1000sqm for non-residential and ten or more houses for residential.

This policy is now a material consideration in determining planning applications.

West

Trowbridge Urban Design Framework (SPG)

(Adopted November 2004)

The purpose of the Trowbridge Urban Design Framework is to guide future development in Trowbridge. West Wiltshire Council, in association with Wiltshire County Council, the South West Regional Development Agency and Trowbridge Town Council, adopted the Trowbridge Urban Design Framework (UDF) as Supplementary Planning Guidance (SPG) on 12 May 2004.

A copy of the final report and technical appendices, written by a team of consultants led by urban designers Gillespies and published in September 2004, is available to download below.

Residential Design Guide (SPD)

(Adopted November 2005)

West Wiltshire District Council adopted a Residential Design Guide which aims to increase awareness and understanding of the principles of good design within residential developments. It is also intended to identify the standard of design expected in accordance with current national, regional and local policy. The Guide will be taken into account  when determining planning applications in the West Wiltshire area.

River Biss Public Realm Design Guide (SPD)

(Adopted March 2009)

The Implementation Executive of Wiltshire Council formally adopted the River Biss Public Realm Design Guide Supplementary Planning Document on 21 March 2009. A copy of the adoption notice is available to download below.

A draft of the River Biss SPD was approved by the Cabinet of West Wiltshire District Council, on 5 November 2008, before going to its Full Council, on the 21 January 2009, which recommended the SPD for adoption.

This document recognises the importance of the river corridor. West Wiltshire District Council and the Transforming Trowbridge Initiative prioritised the need for improving the public realm and ensuring high quality redevelopment and enhancement schemes along the river corridor.

With the aid of the South West Regional Development Agency (SWRDA), this document has been produced with the intention of setting an improved standard for public and private investment and giving the area a strong sense of character and identity.

Open Space Provision in New Housing Developments - A Guide SPG (2004)

The Open Space SPG provides detailed information on the Council's policies and procedures for delivering open space in new housing developments through the planning system. In particular, it expands upon policies R4, C32 and I1 in the West Wiltshire District Plan 1st Alteration (2004).

Affordable Housing SPG (2005)

The Affordable Housing SPG expands upon policies H2 and H22 in the West Wiltshire District Plan 1st Alteration (2004).The full document is available to download below, along with a copy of the responses to the two six-week periods of consultation, in 2005.

Design Guidance - Principles SPG (2004)

The purpose of the SPG is to improve the design quality of planning applications and will be taken into account as a material consideration in determining those applications. The full document, which took effect on 5 July 2004, following a six week public consultation between 17 March and 28 April 2004, is available to download below.

Design Guidance - Household Alterations and Extensions SPG (2004)

The purpose of this SPG is to give advice on how to achieve better designs for house extensions that compliment the neighbourhood without adversely affecting the neighbours' enjoyment of their houses and gardens. The full document, which took effect on 5 July 2004, following a six week public consultation between 17 March and 28 April 2004, is available to download below.
