Wiltshire core strategy

Background

The Wiltshire Core Strategy Development Plan Document (DPD) sets out the Council's spatial vision, key objectives and overall principles for development in the County.

The key objectives of the vision will be derived from an analysis of the County's characteristics, a review of the Council's own corporate plans and priorities (for example the Sustainable Community Strategy) and national and regional planning guidance. At its heart will be the delivery of viable and vibrant communities based on the principles of sustainability.

It will prescribe a sustainable spatial strategy for future development in the County. In particular, it will describe the key principles of development, identify the location of strategic sites for new housing and employment development, and set out policies with which planning applications will be judged.

The Core Strategy will include a key diagram that displays the spatial aspects of the Strategy and include objectives and principles for the whole of Wiltshire, as well as, policies relating to specific locations within Wiltshire. The Core Strategy will also be split between a set of core policies and a set of policies suitable for development control purposes.

The Wiltshire Core Strategy DPD will cover the whole of Wiltshire and should be in conformity with the South West Regional Spatial Strategy.

How does the work already undertaken for the four individual District Core Strategies relate to the Wiltshire Core Strategy?

The Council has taken the opportunity to merge the work already undertaken for the four individual District Core Strategies and focus on the delivery of one Wiltshire Core Strategy (excluding minerals and waste matters), in order to have in place consistent policy across Wiltshire as early as possible.

The considerable work and stakeholder engagement undertaken on the individual District Core Strategies to date will not be repeated or wasted and instead built upon and used to inform the preparation of the publication draft Core Strategy.

The Wiltshire Core Strategy will cover the whole of Wiltshire, including the former Salisbury District Council area, and, when adopted, will replace the South Wiltshire Core Strategy, which is well advanced.

North Wiltshire Core Strategy

North Wiltshire District Council consulted on a Second Core Strategy Issues and Options document between 18 May 2007 and 13 July 2007. This followed an initial Issues and Options consultation stage, which was held between 8 February 2006 and 5 April 2006.

First Issues and Options Consultation

This initial Issues and Options consultation, which took place between 8 February and 5 April 2006, was the first stage in the production of the North Wiltshire Core Strategy. The consultation paper and the respone form are available to download below.

While simple tick-box style questions are included within the document itself, it was also reproduced in leaflets. The questions could also be completed online for those who wished to give a quick opinion.

East

East Wiltshire (Kennet) Core Strategy

On 25 September 2008, a report analysing the responses to the Options stage of the Kennet Core Strategy was taken to the Planning Policies Executives Committee of Kennet District Council. The Options stage considered options  for where new development should be directed and was based on an understanding of the role and function of the towns, villages and community areas. Consultation lasted from 6 May 2009 until 16 June 2008.

Prior to the Options stage, the process began with a discussion of the Issues facing the East Wiltshire area and an initial  Issues stage of the Kennet Core Strategy took place in the spring of 2007.

Issues Raising Consultation

The report below documents the activities that took place during March and April, 2007, to involve the East Wiltshire community in raising issues for the Kennet Core Strategy. The Statement of Community Engagement describes the methodology and process of involving the public and organisations, while also summarising the feedback received.

West

West Wiltshire Core Strategy

In September 2008, West Wiltshire District Council published a report on the responses to its Core Strategy Issues and Options Paper, which was put out for public consultation between December 2007 and February 2008.

These Issues and Options were developed from an initial period of public consultation, in April 2007, on a series of Issues Papers that were produced for each of the five community areas within West Wiltshire.

The issues had been identified in the community area plans for Bradford on Avon, Melksham, Trowbridge, Warminster and Westbury.

Issues and Options

On 3 September 2008, a report analysing the responses to the Issues and Options consultation paper was presented to the West Wiltshire District Council Cabinet. This document is available to download below.

This report was accompanied by a Cabinet Report that set out the background to the Issues and Options consultation process and highlighted some of the key issues. Appendix 2 to the Cabinet Report suggested an outline spatial strategy, with regards to the role and function of the main settlements in West Wiltshire, and indicative housing allocations for the District for the period between 2006 and 2026. This is based on the consultation responses and is in line with the draft Regional Spatial Strategy for the South West, which allocates 12,300 houses to the West Wiltshire area over the same period. Consultation on the Issues and Options stage of the West Wiltshire Core Strategy took place between December 2007 and February 2008. A copy of the Issues and Options consultation paper, along with the response form, is available to download below.

The Issues and Options consultation paper went before the West Wiltshire District Council Cabinet for approval on 5 December, 2007. A copy of the accompanying Cabinet Report is available to download below. Appendix 1 summarises the responses to the previous Issues consultation. Appendix 2 outlines suggested spatial strategy options and appendix 3 includes draft consultation arrangements for the Issues and Options consultation .

Issues

In April 2007, the Council published five Issues papers for the five community areas and consulted widely on the spatial planning issues affecting West Wiltshire.

A People's Voice questionnaire was also developed. A series of one 2 one meetings were held with key stakeholders in West Wiltshire and a Local Strategic Partnership (LSP) conference started to develop spatial visions for the five towns. Landowners and developers were invited to put forward potential sites for future development.

The results of this initial period of public consultation for the West Wiltshire Core Strategy fed directly into the further development of the Core Strategy and identified issues to be addressed and possible options for the future.

Community Area Plans

The existing Community Area Plans for each of the five community areas in the West Wiltshire area were reviewed in order to develop a set of Issues papers, which were then the subject of the initial period of public consultation in the development of the West Wiltshire Core Strategy.
