Wiltshire core strategy sustainability appraisal

What is the Sustainability Appraisal?

Perhaps the most important document within the LDF will be the Wiltshire Core Strategy, which will set out the spatial vision and objectives for the Council area. To help ensure the planning policy process contributes to delivering sustainable development, there is a legal requirement for the sustainability of the Core Strategy to be tested as it is written. This process is referred to as Sustainability Appraisal. This process helps ensure that any social, economic or environmental impacts of a policy or proposal are taken into account as the policy or proposal is developed.

Why are we consulting?

The purpose of the Scoping Report is to set out the scope of the Sustainability Appraisal process. The Scoping Report includes a set of environmental and sustainable development objectives that will be used to test the policies or proposals in the Wiltshire Council Core Strategy as these are developed. This consultation provides an opportunity for individuals and organisations to influence the scope of the Sustainability Appraisal process.

Scoping Report

A draft Sustainability Appraisal Scoping Report for the Wiltshire Core Strategy was published and consulted upon for a five week period that ran from Monday 12 January until 5 pm on Monday 16 February 2009. The Scoping Report includes a set of environmental and sustainable development objectives that will be used to test the policies or proposals in the Wiltshire Core Strategy as these are developed.

The Sustainability Appraisal: Statement of Community Engagement documents the process of consultation that took place between Monday 12 January and Monday 16 February 2009 and includes a summary of all the comments received.

Report to the Implementation Executive

On 7 April, 2009, the Implementation Executive considered the Draft Sustainability Appraisal Scoping Report and made the following resolutions:

• To approve the proposed actions and changes to the draft Wiltshire Council Sustainability Appraisal Scoping Report in response to comments received during the consultation period set out as recommendations in Appendix 1 of the report
• To delegate authority to the Director of Economy and Enterprise to authorise detailed amendments and any consequential changes to the draft Scoping Report as a result of the actions recommended in Schedule 1, which is available on the website.
• To agree to the publication of the final Wiltshire Council Sustainability Appraisal Scoping Report once the changes approved under (i) and (ii) have been made.

Previous Work Undertaken towards Individual District Core Strategies

The Council has taken the opportunity to merge the work already undertaken for the four individual District Core Strategies and focus on the delivery of one Wiltshire Core Strategy (excluding minerals and waste matters), in order to have in place consistent policy across Wiltshire as early as possible.

The considerable work and stakeholder engagement undertaken on the individual District Core Strategies to date will not be repeated or wasted and instead built upon and used to inform the preparation of the publication draft Core Strategy.

Previous sustainability work undertaken for the individual District Core Strategies, with the exception of Salisbury, is available to view by selecting one of the tabs in the box below. Sustainability work already undertaken towards the Salisbury Core Strategy is available through the following link to the South Wiltshire Core Strategy Sustainability Appraisal. The South Wiltshire Core Strategy will be a transitional document until the publication of the Wiltshire wide Core Strategy which will supersede this document.
