Flytipping

About this service

Flytipping is the name given to waste, which is dumped illegally in places like country lanes, waste ground and even alongside other people's houses. The Council treats this problem very seriously and will prosecute anyone caught flytipping waste.

Flytipping is a serious criminal offence, which can carry a fine of up to £20,000, or more in Crown Court, or even a prison sentence. However, it is also an offence to permit flytipping.

Flytipping is often associated with dumping waste from vehicles, which means that it is possible to prosecute when only the vehicle is identifiable. The police also have the powers to seize vehicles used for flytipping.

To help reduce flytipping, the Council provides a special refuse collection for bulky items, which is chargeable. For more information see Special collections for large items.

Flytipping dos and don'ts

If you discover any flytipped waste, follow these simple dos and don'ts when reporting it to the Council:

Do not touch the waste, as it could be dangerous. It may contain syringes, broken glass, toxic chemicals or other hazardous substances. In this case, have a look to try and see what the waste is, how much there is and whether it is in water or not. Please try and be as specific as possible about its location.

Do not disturb the site, as there may be evidence that could help identify the culprits and lead to their prosecution.

If you see someone flytipping, try and make a note of the following, but without putting yourself at risk:

  • The day, date and time
  • How many people were flytipping and what they looked like
  • A description of any vehicles involved: the make, colour and registration
  • How far away you were and what kind of view you had
  • Any information about what the waste is

About this service

Wiltshire Council is responsible for removing litter and fly tipping, or dumped rubbish, from public land. Public land includes roads, pavements, droves, Council-owned car parks, parks and recreation areas, laybys etc.

In some areas of the District this responsibility for recreation areas and parks has been delegated to the respective town or parish Council.

Fly tipping is illegal. UK waste comes under strict controls that impose a duty to ensure that waste is diposed of properly. Only holders of a Waste Management Licence can recover, transport, deposit or dispose of waste. Waste can be deposited only at offically authorised sites. Anyone fly tipping waste is committing a serious offence.

West

Flytipping is the illegal dumping of waste. The Council is keen to obtain information about people who dump their waste in this way, and will also seek to take action against such individuals.

We will clear flytipping on public open spaces, such as streets, parks, playgrounds and cemeteries. Private property is the responsibility of the landowner or landlord, although we now have powers to order landowners to clear up if they knowingly caused or permitted the flytipping.

There is no excuse for flytipping waste - Wiltshire Council provides kerbside collections of domestic rubbish and recycling, while white goods and other bulky items can be taken to the household waste recycling centres. Alternatively, home collections can be made for a charge.

Everyone has a ‘duty of care’ to ensure that they dispose of their waste properly and in a responsible manner.

When reporting fly tipping, please provide as much information as possible, including:

  • Location of the incident.
  • Description of the material - whether it is household waste such as furniture, fridges, washing machines, beds etc; garden waste, such as hedge cuttings; or building material, such as blocks, rubble, bricks etc.
  • An estimation of the volume - for example, is the amount of rubbish more or less than the size of an average household fridge?
  • Whether the material appears to be hazardous - this could include gas bottles and cylinders, drums and metal containers with labels indicating potentially dangerous contents, or asbestos. Under no circumstances should you put yourself at risk by inspecting flytipping.
  • Any information that could help us to identify the person responsible for the fly tipping - for example, vehicle registration.

Service target: we aim to inspect and remove any flytipping within two days of notification, although larger volumes and/or hazardous materials may take longer. To report a problem with flytipping, then please contact us:
