Summary of Service
The role of Strategic Property Services is to plan and manage property assets to meet the County Council's Corporate and operational objectives.
This entails the establishment of sound procurement and contract management practices in respect of all new build, maintenance and estates services, and to provide a core professional and technical service to Members and client departments.
Details of Service
To achieve the above objectives the Service fulfils the following functions:
- Strategic asset management planning and advice, including data and performance management.
- Land and property sales, acquisitions and reviews including developer contribution negotiations.
- Procurement of new building and refurbishment contracts.
- Maintenance and management of the existing property portfolio including the County Farms Estate.
The outcomes from these are as follows:
- To provide accommodation which meets local community needs and supports the concept of fair access for all.
- To manage property held effectively and efficiently, and maintain properly insofar as resources permit.
- To use property to its maximum potential.
- To review property regularly, and identify surplus assets which can then be disposed of to support future service provision.
- To manage the environmental impact of new building works, and the use of existing property, in order to support the County Council's sustainable objectives.
Although Property is principally a support service, more recently it has had greater involvement engaging communities during the decision making stages of service provision. For example, in Malmesbury the local education authority and the property team worked closely with the community planner and community leaders to develop a proposal with the community for the building of a new school and use of an old school site for housing.
Similarly, in Trowbridge, the Property Team has been involved in supporting the 'Vision for Trowbridge' through master planning exercises attended by all stakeholders.
