Gypsy and Traveller Development Plan Document (DPD)

National legislation and policy require councils in England to provide for the accommodation needs of travellers. Therefore the Gypsy and Traveller DPD through assessment and consultation will make provision for additional:

  • permanent traveller pitches
  • showpeople plots
  • transit pitches

We will also consider the allocation of emergency stop over places.


The preparation of the Gypsy and Traveller DPD is included in the Council’s Local Development Scheme December 2016, the summary of the programme for the DPD can be found in the timetable below.

Consultation on the scope of the Plan Gypsy and Traveller DPD was completed in April 2014 and a Gypsy and Traveller Accommodation Assessment (GTAA) to inform the plan published in December 2014. However, the identification of suitable sites has affected progress and the Government’s change in the definition of Gypsy and Travellers in the National Planning Policy Framework, after the publication of the GTAA, now requires further consideration. The revised timeline has been updated to reflect this.

Gypsy and Traveller Accommodation Assessment (GTAA)

The review of the overall permanent pitch requirement for Wiltshire and its three Housing Market Areas (North and West, East and South) is being informed by a Gypsy and Traveller Accommodation Assessment (GTAA). The GTAA was published in December 2014 and covers the period 2014-29.

The GTAA was conducted by independent consultants in line with government guidance. It concludes that overall there is a requirement for 90 traveller pitches between 2014 and 2029; and 7 additional plots for travelling showpeople. The GTAA also recommends developing a network of emergency stop-over sites in three broad areas: Salisbury, Royal Wootton Bassett, and Trowbridge.

Wiltshire Core Strategy

The Wiltshire Core Strategy as part of the development plan for Wiltshire remains the starting point in determining new proposals. The pitch requirements included in Core Policy 47 remain relevant as do the specific criteria which need to be met to determine whether a proposal is in a suitable location. However, the GTAA is recognised as new data that will form a material consideration in determining planning applications for traveller sites, particularly in relation to the detailed information it provides for individual sites.

Legislative and policy changes

Since August 2015 there have been legislative and policy changes at national level which may have implications on the evidence base of the DPD. The Government changed the definition of ‘gypsies and travellers’ in Planning Policy for Traveller Sites (PPTS) and the Planning and Housing Bill 2016 adds a duty to consider provision for sites on inland waterways for houseboats. The impact of both these changes is currently under review.

Committee Reports

Officers have reported back to the Council’s Cabinet Capital Asset Committee and Environment Select Committee on DPD progress. A report to CCAC dated 10 November 2015 describes the site selection process and outcomes up to that point; and options which were available to address land supply shortfalls. Wiltshire Council Traveller Strategy

Wiltshire Council brings together a wide range of services and responsibilities that engage with Traveller communities and published a Wiltshire Gypsy and Traveller Strategy in 2010.  The Council has recently taken the opportunity to refresh this strategy, to reignite partnerships between services, and put in place a new action plan to provide an integrated and supportive approach to engaging with Traveller communities. The refresh of the Traveller Strategy will address the recent changes in the definition of ‘gypsies and travellers’.

Identification of sites

Private land supply has been consistently poor despite a Call for Sites which remains open to date.

Interested landowners can register sites with the council for consideration and assessment, if you have a site which you would like to be considered as part of this process please submit via the SHLAA webpage, using the call for sites form or by contacting the Spatial Planning Team directly spatialplanningpolicy@wiltshire.gov.uk

What has happened so far?

Consulation on the scope of the proposed Gypsy and Traveller DPD

In 2014 the council published its intention to prepare a Gypsy and Traveller Development Plan Document. A public consultation ran from 7 April to 19 May to seek representations on the proposed scope of the plan.

The proposed scope of the DPD is to set out site allocations to provide for the accommodation needs of Gypsies and Travellers in Wiltshire and include a review of overall new pitch requirements based on an up to date Gypsy and Traveller Accommodation Needs Assessment.

Consultation on the Sustainability Appraisal Scoping Report for the Gypsy and Traveller DPD

Sustainability Appraisal (SA) is a legal requirement of the Planning and Compulsory Purchase Act 2004 for all Development Plan Documents (DPDs). It incorporates the Strategic Environmental Assessment, which is a requirement of the Environmental Assessment of Plans and Programmes Regulations 2004. The purpose of Sustainability Appraisal is to promote the achievement of sustainable development within planning policy.

In 2014 a consultation on the scope of the Sustainability Report ran at the same time as the scope of the DPD consultation.  At this stage, we are legally required to consult statutory consultees on the scope and level of information to be included in the SA, but it was widened to include other consultees. Comments were sought on whether the SA Scoping Report has correctly identified other relevant plans and programmes that may influence the DPD, the baseline information on Gypsy and Travellers, key issues and the proposed sustainability appraisal framework.

Issues and General Approach Report 2010

Wiltshire Council consulted on the first stage in the preparation of the Gypsy and Traveller Site Allocations DPD. The consultation document was called the Issues and General Approach Report and the consultation ran from 6 April 2010 until 4 June 2010

Data collected during this consultation and the approach to site identification will continue to inform the preparation of the Gypsy and Traveller DPD.
