This Policy and Strategy was produced in recognition of recent changes both in the responsibilities of statutory organisations towards carers and in the services which have been developed over the past eight years. It is the result of discussion and consultation with carers, workers from Carer Support Organisations and staff from Wiltshire Department of Adult & Community Services, and the three Primary Care Trusts.
This document is intended to provide a framework within which carers identified needs can be addressed through the development of local action plans. It recognises that carers are individuals and that their views and needs will differ, as will the needs of the person cared for.
The Wiltshire Young Carers Strategy was been developed with the involvement of young carers and their families. The ultimate aim of this Strategy (and thus of the Agencies signing up to it) is to reach a point where there are no more young carers because appropriate services are in place to support all of the cared for people.
Wiltshire County Council adopted its corporate plan ‘Wiltshire 2009’ in October 2005. It sets out what the council plan to do for the next four years. It explains what we want to be like in 2009, what we want to achieve, how we will do it, how we are going to pay for it and what the risks are.
The National Strategy for Carers sets out what the government have been doing, and what they are going to do. It offers practical help in ways which are needed.
Who Cares? asks how easy is it for a mental health carer to access the support, information and services they need to do their vital, but unheralded job, and it offers some simple recommendations to help government and professionals recognise that recovery from severe mental illness can be made easier when carers are fully involved.
Everybody's Business was launched on 14 November 2005 by the Services Improvement Partnership (CSIP) to improve health and social care practice at the front line. The central message is that Older people’s mental health cuts across health and social care, physical and mental health and mainstream and specialist services. The purpose of this draft policy guidance is to provide councils with direction to enable them to understand their obligations and requirements and the systems they need to put in place in order to implement the Carers (Equal Opportunities) Act 2004. It will replace the existing guidance that accompanied the Carers and Disabled Children's Act 2000.
NIMHE (National Institute for Mental Health in England) is responsible for supporting the implementation of positive change in mental health and mental health services. They are part of the Care Services Improvement Partnership (CSIP),their main sponsor is the Department of Health. They help all those involved in mental health to implement positive change by providing a gateway to learning and development, offering new opportunities to share experiences and one place to find information.
