Major review
“The council has started work on two major reviews within children and adults services. These are called the “Disabled Children and Adults Review” and the “Help to Live at Home Review”. Both reviews aim to improve the experiences of children, adults and carers who require support whilst ensuring that the changes are sustainable for the future. This is an exciting time to really make a difference to the lives of people in Wiltshire.”

Disabled Children and Adults (DCA) Pathfinder

Between April-July 2011 the Disabled Children and Adults Review (DCA) looked in detail at the current ways of working and views of customers. During this same period, the government launched a consultation on a green paper ‘Support and Aspiration: A new approach to special educational needs and disability’.
The goals and aims of the two pieces of work are similar and will be managed by the Disabled Children and Adults Pathfinder, which will deliver all the outcomes required from the DCA Review and Green Paper. To see the latest work and thoughts please register with the DCA online discussion e-forum

Helping people to live at home review

For the last 18 months we have been working with a group of older people, and others, who use our services, to design a completely new range of services that will be developed to support people to stay at home.
We have heard from people how important it is for them to be able to remain in their own community and in their own homes no matter how much support they need to do this. We have also heard that people find it difficult to know how to get the help and support that they need, when they need it. As a result of this we have been working with the NHS to put in place four new services that will achieve this. These services will be available both to people who are supported by the council, and to the whole population of Wiltshire.
These services are:
- A care and support service able to provide a wide range of personal care and other services, for people at home.
- A service that will provide a wide range of specialist equipment to support people in their homes.
- A response service that will be linked to alarms and equipment that will be available for people to have at home (pendants, lifelines etc.). This will mean that if someone has a problem and triggers their alarm, our Wiltshire call centre will respond, and can send out someone to help if necessary.
- A new and more accessible means by which people can obtain the information, advice and support that they need. We have just started to work on this, so it is too early to say much more about this at the moment – more information to follow.
"I have been invited by Wiltshire Council and the NHS to form a customer group, being that I live in sheltered accommodation and am also a committee member of the Wiltshire Swindon Users Network. I have been involved right from the start, and I strongly feel that the outcome of us working together is the way forward for all other councils to do the same. I have no doubt at all that this will be a better service by a long way. Also we will continue to be involved to make sure that the providers keep up the very high standard that we require.” - Jim Law, member of Customer Reference Group.
Both the Disabled Children and Adults and Help to Live at Home Reviews will present a number of challenges as well as bring about significant benefits which will improve the lives of people who need support.
“Transforming services is about changing the culture, the ethos and practice of people within and outside the council. Wiltshire Council is well prepared for these challenges and is committed to ensuring people who use services are central to their design and delivery. Cultural change and customer/service user involvement are inherently linked. Engagement is the key to changing the way things are done and ensuring services are designed around the needs of the customer/service user. I look forward to working with colleagues in setting up a customer’s reference group and supporting the work of the review board.” - Angie Carmichael, Independent Chair of Transformation.
