The gender equality duty, which came into force in April 2007, places a statutory duty on all public bodies to promote gender equality and eliminate unlawful discrimination and harassment in all aspects of their functions including:
policy-making
service provision
employment matters
enforcement or any statutory discretion or decision-making.
Services and functions which are contracted out and private and voluntary bodies which are carrying out public functions are also covered by the duty, but only in respect of those functions.
The gender equality duty has been introduced in recognition of the need for a radical new approach to equality – one which places more responsibility with service providers to think strategically about gender equality rather than leaving it to the individual to challenge poor practice.
The Council approved the publication of its gender equality scheme and action plan at its Cabinet meeting in April 2007. The scheme sets out how the Council will meet its obligations under the gender equality duty over the next 3 years.

The initial consultation about this scheme and action plan has been completed. However the Council is planning more extensive consultation later in the year.
