A new unitary authority (Wiltshire Council) will be formed on 1 April 2009 to replace the existing district councils of Kennet, North Wiltshire, Salisbury and West Wiltshire, along with the current Wiltshire Council. The spatial planning policy functions of the 4 authorities have already been transferred to the Implementation Executive as the body responsible for the creation of the new Council. As a consequence work is already underway to produce a single Local Development Framework (LDF) for Wiltshire Council. In particular work has started to make sure the necessary processes to help prepare new planning policies are in place. These web pages have been prepared to keep you informed of new documents being prepared for the Wiltshire Council LDF.
Draft Wiltshire Council Local Development SchemeA Local Development Scheme (LDS) is a schedule of work that identifies the Development Plan Documents that a council will prepare over a three year period as part of the Council’s Local Development Framework. A draft Wiltshire Council Local Development Scheme was agreed for submission to the Secretary of State (SoS) on 10 December 2008 by the Implementation Executive and submitted to the SoS on 30 December 2008. The Wiltshire Council Local Development Scheme (pdf 560Kb) came into effect on 21st January 2009.
The priorities in the LDS are a South Wiltshire Core Strategy, a Wiltshire Core Strategy and Core Strategies outlining policies for Minerals and Waste.
Draft Wiltshire Council Sustainability Appraisal Scoping ReportThe Draft Wiltshire Council Sustainability Appraisal Scoping Report has been published and was on consultation for a five week period from Monday 12th January 2009 until 5 pm on Monday 16th February 2009. The Scoping Report includes a set of environmental and sustainable development objectives that will be used to test the policies or proposals in the Wiltshire Council Core Strategy as these are developed.
Wiltshire Council Annual Monitoring ReportThe production of an Annual Monitoring Report (AMR) is a statutory function of all Local Planning Authorities. The AMR must be submitted to the Secretary of State by 31st December each year. Its purpose is to provide information on the status of the Local Development Scheme, the effectiveness of policies, and the extent to which development plan objectives are being met. Currently, two separate AMRs are produced for the area; one relating to minerals and waste matters and another relating to non-minerals and waste matters.
In anticipation of the new Wiltshire Council forming on the 1st April 2009 a transitional AMR dealing with the non-minerals and waste matters has been prepared which presents data in relation to Kennet, North Wiltshire, West Wiltshire and Salisbury Districts. It covers the period 1st April 2007 to 31st March 2008 and seeks to align monitoring across the four districts in preparation for the creation of the new unitary authority for Wiltshire. The Draft South West Regional Spatial Strategy (RSS) is promoting the allocation of 3,000 homes to be located to west of Swindon within North Wiltshire. Wiltshire Council and Swindon Borough Council have worked jointly to assess the most appropriate location for these homes should the allocation within the RSS be adopted. We are now in a position to release our findings for a six week public consultation. This consultation runs from Monday 16th February until Monday 30th March 2009.
