Wiltshire County Council is the responsible authority (Waste Planning Authority - WPA) for all aspects of land use planning relating to Waste in Wiltshire. This includes the formulation of policies to determine planning applications. The Waste Local Plan sets out a detailed framework of policies and proposals for waste development up to 2011.
The current adopted Wiltshire and Swindon Waste Local Plan provides a framework for planning decisions to be made on all waste development sites in the Plan Area, along with proposals for preferred areas for future waste development sites. The WLP provides for a wide network of waste management facilities, through Preferred Area allocations and criteria based policies. It includes policies to assist in determining planning applications and sets standards to ensure that waste developments take account of their environmental impacts. It also makes sure that new developments address waste management issues such as recycling and recovery, both during construction and occupation.
The WLP is also not able to influence or deliver waste management initiatives, such as kerbside recycling schemes or waste minimisation programmes.
Under the new planning system (as set out in the Planning and Compulsory Purchase Act 2004) the Waste Local Plan will be replaced with Waste Local Development Documents that in turn, will form part of the Minerals and Waste Development Framework for Wiltshire and Swindon.
